Josh is presently the Financial Crimes and Asset Recovery Specialist at the Caribbean Community Implementation Agency for Crime and Security (CARICOM IMPACS). In this role, he is responsible for providing technical oversight of the financial crimes and asset recovery component of the 11th European Development Project. This component comprise international cooperation in sharing of recovered assets in CARICOM Member States, providing technical assistance to Financial Intelligence Units and Investigators, training of judicial officers and prosecutors, and supporting the work of the Asset Recovery Informal Network of the Caribbean (ARIN- CARIB) Prior to CARICOM IMPACS, Josh taught for over ten years in areas anti-corruption, governance and public policy at the University of the West Indies, St. Augustine Campus Trinidad and Tobago. He was the lead researcher for Trinidad and Tobago in the Global Integrity Money, Politics and Transparency project which measured political finance indicators in fifty countries around the world. He was also the first Open Government Partnership (OGP) Independent Researcher for Trinidad and the English-speaking Caribbean. In addition to being a researcher, Josh has contributed to the development of civil society in Trinidad and Tobago and the wider Caribbean by co-developing the Trinidad and Tobago civil society accountability toolkit, conducting workshops on internal accountability and transparency for CSOs, being contracted by donors to develop internal governance manuals for CSOs in Barbados and the OECS Member States. He was also a director at the Trinidad and Tobago Transparency Institute, the local chapter of Transparency International, and former Chair of Veni Apwann, a capacity building NGO. In December 2018 he was appointed an Independent Senator (Temporary) in the Senate of the Parliament of the Republic of Trinidad and Tobago.
