Rebecca L. Franciscus is a Senior Attorney Adviser for SEC’s Enforcement Division in the Office of the Whistleblower where she handles programmatic and policy issues for the agency nationwide. Between 2012 and 2021, Rebecca was Senior Counsel for Operations in the Denver Regional Office where she provided analysis and strategy concerning securities Enforcement cases for the Denver Regional Office; acting as the liaison between the SEC and other federal, state, and local law enforcement agencies and community partners within the seven state region covered by the Denver office; and creating and conducting outreach and education events throughout the Rocky Mountain region. Between 2001 and 2012, Rebecca served as an Enforcement Attorney in both the SEC’s New York and Denver Regional Offices. As an Enforcement Attorney, Rebecca investigated and litigated numerous matters involving violations of the federal securities laws. Before joining the SEC, Rebecca practiced complex civil litigation focusing on securities class action defense and international arbitrations with a multi-national law firm in New York City. Rebecca obtained her B.A. with honors from the University of Colorado at Boulder in 1995, and her J.D. from the C.U. School of Law with honors in 1998. Rebecca is also involved in numerous community service endeavors. She is the Executive Director of a private family foundation dedicated to supporting child-focused non-profit organizations throughout Colorado. Rebecca volunteers her time and talent with the Children’s Hospital Colorado Foundation, Tennyson Center for Abused and Neglected Children, Boys and Girls Clubs of Metro Denver, and Judi’s House. She has held numerous leadership positions with non-profit organization across Colorado and has been the SEC’s nationwide Community Service Award winner in both 2005 and 2016.
