Markko KÜNNAPU is currently working at the Criminal Policy Department of the Ministry of Justice of Estonia.
He is also the member of the Council of Europe Convention Committee on Cybercrime (T-CY), which is supervising the implementation and dealing with other matters related to the Convention on Cybercrime. Between 2010-2014 he was the Chair of the Committee. In addition he is currently one of the Estonian representatives to the Council of Europe MONEYVAL expert committee.
He has graduated the Law Faculty of Tartu University in 2001 and after that worked at the Tallinn Police Prefecture and at the Legal Department of the Ministry of Interior Since 2005 he is working at the Criminal Policy Department of the Ministry of Justice of Estonia.
He has been involved in drafting several legislative proposals, including legislation concerning cybersecurity, cybercrime, identity theft and other aspects of criminal law, criminal procedure and police activities as well as personal data protection and retention of telecommunications data. As government representative he has participated in different European Union, Council of Europe and United Nations working and expert groups as well as committees on criminal law, criminal procedure, cybercrime and other cyber-related matters, money laundering, protection of personal data.
He has been a consultant, trainer and speaker on cybersecurity, cybercrime and criminal justice related topics and involved in capacity building activities and projects worldwide since 2008.
