AFC in Practice: Building Governance Frameworks and Management Reporting

Dennis M. Lormel has 51 years of distinguished professional experience fighting fraud, money laundering, terrorist financing and related challenges.  He spent 31 years in federal government service, 28 of which were as an FBI Special Agent.  For the past 20 years, he has been a private sector consultant.  

Mr. Lormel is the founder and President of DML Associates, LLC.  He provides risk advisory consulting services and training related to a wide range of anti-money laundering compliance and financial crimes matters.  Mr. Lormel has provided thought leadership on matters to include terrorist financing, financial crimes, corruption and money laundering through consulting engagements, and through speaking and training events at hundreds of industry conferences, as well as law enforcement and academic schools. He also shares his insight through news media interviews and as author of subject matter expert white papers addressing the current and evolving financial crime and terrorist financing environment.  

Mr. Lormel is a current member of the Association of Certified Anti-Money Specialists (ACAMS) Advisory Board.  He also serves as a guest lecturer at prominent colleges and universities.  Mr. Lormel recently completed a two-year term as the President of the Society of Former Special Agents of the FBI.   

In his illustrious career in the FBI, Mr. Lormel amassed extensive major case experience as a street agent, supervisor and senior executive.  As Chief of the Financial Crimes Program, following the terrorist attacks of 9/11, he established and led the elite Terrorist Financing Operations Section.  For his visionary contributions in planning progressive investigative methodologies, Mr. Lormel received the U.S. Department of Justice Award for Investigative Initiative and the George H. W. Bush Award for Excellence in Counterterrorism, from the Central Intelligence Agency.  

In his post FBI career, among numerous volunteer activities, Mr Lormel served as an Advisor to the Congressional Anti-Terrorist Financing Task Force and as a Board member for the West Coast AML Forum.  He also serves as the Chair of the ACAMS National Capital Chapter. 

Ms. Jiménez is an attorney and certified Bank Secrecy Act/Anti-Money Laundering (BSA/AML) expert with more than 30 years of experience in the financial services sector. She served as the Chief Compliance Officer for the leading Hispanic banking institution in the United States, supervised by the Federal Reserve Bank of New York and in 2023 developed the compliance program and was one of the organizers of the first digital bank in Puerto Rico to obtain FDIC insurance. Ms. Jimenez was the recipient of the 2022 Private Sector Partnership Award by Homeland Security Investigations for her support in furtherance of HSI’s law enforcement mission. In 2017, she was the recipient of the Professional of the Year Award by ACAMS. 

Ms. Jimenez is an industry authority with extensive experience evaluating BSA/AML, USA Patriot Act, and Office of Foreign Asset Control compliance programs as well as consumer and financial compliance. Ms. Jiménez helps bank executives and boards of directors of financial and nonfinancial institutions establish proper governance processes, providing tailored trainings, performing risk assessments as well as assisting institutions in responding to compliance matters requiring board attention, bringing practical hands-on experience to international and domestic banks. She also serves as an expert witness in complex litigation regarding compliance matters 

Ms. Jimenez developed the compliance program of Nave Bank, the first digital FDIC insured bank in Puerto Rico, where she played a key role in securing FDIC Insurance. Also serves as Senior Advisor to McKinsey & Company on compliance matters. Ms. Jiménez has also assisted as a subject matter expert to the Anti-Money Laundering Specialists Association (ACAMS) on their certifications for risk assessment, sanctions management, know your customer & enhanced due diligence practices. Currently she chairs the Editorial Board of the ACAMS publication in Spanish where she has published several articles on financial crimes and mentoring women in the industry. 

Highly knowledgeable in banking laws, regulations, risk management, and corporate governance, Ms. Jiménez has held several board positions. She has participated with the American Bankers Association (ABA) in various capacities, as co-chair and member of the Advisory Board on Financial Crimes and previously as Co-Chair of the ABA Compliance Administrative Committee and ACAMS Advisory Board. Additionally, Ms. Jimenez led the Puerto Rico Bankers Association Anti-Money Laundering Committee and still spearheads the leading educational Financial Crimes Symposium in Puerto Rico. 

Ms. Jiménez is a frequent public speaker both nationally and internationally (English and Spanish). She has cooperated with the US Treasury Department in the public and private sector dialogues with the Latin American financial community and currently trains regulatory bodies and government officials in Latin America. 

Ms. Jiménez previously served as Director of the Corporate Compliance Division for Popular, Inc., where she supervised the compliance function in Puerto Rico, the United States, and all other operations in the Caribbean and Latin America. While at Popular, Ms. Jiménez developed the structure for the compliance function and anti-money laundering program. She has additional, prior experience with multinational institutions as legal counsel and compliance supervisor with Citibank, Puerto Rico’s Commissioner of Financial Institutions, and Banco Santander where she developed the Legal Counsel Office and Corporate Compliance. Ms. Jiménez participates in boards of community-based organizations helping underserved communities and protection of the environment, as Chairwoman of Estuary of the San Juan Bay and Board Member of John J College of Criminal Justice in New York.

Megan Nelson is the Executive Vice President, Director of Financial Crimes Governance for Truist.  Megan is responsible for managing the governance, program framework, and risk identification components of a comprehensive Financial Crimes (FC) program; inclusive of Anti-Money Laundering (AML) regulatory compliance and Anti-Bribery and Anti-Corruption (ABAC).   This includes Company-wide money laundering, sanctions and ABAC risk assessments, customer risk rating, Know Your Customer standards, and testing/monitoring processes related to FC Programs.

Delena D. Spann currently serves with the U.S. Secret Service on the Cyber Fraud Task Force, where she specializes in complex financial crimes and fraud investigations. She earned her Bachelor’s Degree in Liberal Studies and a Paralegal Certification (Legal Studies) from Barry University, and completed her Masters Degree in Criminal Justice Administration at Florida International University. She has also completed an executive-level certification in Illicit Finance from George Mason University. Her professional credentials also include multiple certifications in fraud, and financial crime investigation.

Delena is the author of Fraud Analytics: Strategies and Methods for Detection and Prevention (Wiley, 2013), co-author of Internet Fraud Casebook: The World Wide Web of Deceit (Wiley, 2010), and contributor to CASH IS KING! (Practising Law Institute). She serves as Executive Producer and Creator of the TED-Ed animated video How Does Money Laundering Work? which has garnered over 6.5 million views.

Her writing has appeared in prominent publications such as ACAMS Today Magazine, Fraud Magazine, The Huffington Post, KYC360, and Fraud of the Day by LexisNexis Risk Solutions.

In March 2025, Delena was honored with the Anti-Financial Crime (AFC) Woman of the Year Award by the Coalition Against Financial Crime (CAFC). She has been a featured panelist and speaker at several ACAMS events (e. g. ACAMS Law Enforcement Seminar, ACAMS AML & Financial Crime Conference, etc.) and also serves as a Task Force Member for the ACAMS Assembly Vegas Conference.

Alongside her federal law enforcement career, Delena teaches at the college and university level, bringing real-world experience and insight to the academic setting.
