Ms. Keithley began her FBI career as an investigator of fraud against the government. She is the recipient of the Investigative Excellence Award from President Bush’s Council on Integrity and Efficiency for her high-profile fraud against the government investigations into the “Big Dig,” the most expensive highway project in the United States.
