From experience acquired in a previous career, William (Bill) Sparks has been actively training Military Special Operations and Law Enforcement personnel in cybercrime and cryptocurrency investigations since 2016.

In recent accomplishments, Bill utilized tools he developed at 3PR, to assist an FBI Special Agent in identifying and locating an instigator of swatting events. A federal warrant was served on the individual and valuable information was extracted from the suspect’s devices.

Bill is an integral part of an international team assisting Uzbekistan in policy, investigations, enforcement and cryptocurrency adoption. According to Kun.uz (official channel) in 2024, Uzbekistan moved up 54 notches to number 33 globally in cryptocurrency adoption and leads Central Asia and the Caucasus. A course in October 2024 led by Bill resulted in over 30 new investigations into credit card and cryptocurrency scams against Uzbek citizens and government officials.

Bill has assisted law enforcement with large and small cases from thousands of dollars to tens of millions. In a notable 2024 case, Bill was recommended by the Louisiana Attorney General’s Office to aid a scam victim that had lost over $150,000. The victim was in contact with a U.S. Federal Agency and also asked Bill to dive deeper on the case. Bill was able to glean information from the scammer/victim correspondence. In addition, a scammer username appeared to also have a Telegram channel where the pictures posted closely resembled those sent to the victim. In addition, Bill was able to link at least eight email addresses to at least one member of the scam ring. That information was turned over to federal authorities. The scam did touch the U.S. financial system and recovery of some funds from money mules appears possible.

Bill holds the title of Certified Cryptocurrency Investigator (CCI) from the Blockchain Intelligence Group. He is a graduate of the Joint Special Operations University, Counter Threat Finance Course and attended courses in Financial Intelligence offered by Analysis International, a group of former New Scotland Yard intelligence and undercover agents.

Bill holds numerous certificates including AI, Databases, Computer Science and Statistics from Stanford Engineering, Global Online Education, Stanford University.

Partial Military Awards: Ranger Tab, Pathfinder Badge, Master Parachutists Badge, Combat Infantryman’s Badge, Bronze Star Medal (3) and Meritorious Service Medal (2). Bill served three tours of duty to Afghanistan with U.S. Army Special Forces between 2003 and 2010.
