Barry Emmert (CAMS) is the Director of the Office of Regulatory Policy at FinCEN. Mr. Emmert is responsible for managing teams that develop, and draft the BSA rules, clarifying guidance, and regulatory rulings associated with the Bank Secrecy Act (BSA). He also oversees the Regulatory Support Section at FinCEN. Prior to joining FinCEN, Barry served as the Head of the AML Compliance Governance & Strategy Group at State Street Bank and Trust, where he led teams responsible for AML and Sanctions compliance risk assessments, policies, training, and regulatory governance at the bank.
He has held positions as Regional Head of Anti-Money Laundering for the Royal Bank of Scotland MIB Americas Business and Vice President in the Corporate Anti-Money Laundering Group at JPMorgan Chase Bank. In addition, for the last twelve years, Barry has been an Instructor for the Association of Certified Anti-Money Laundering Specialists.
