Pengbo Liu is a compliance practitioner with 15 years of experience in developing regulatory compliance policies, conducting risk assessments, and applying regulatory licensing/change of control. She is currently working as the Head of Core Compliance at Binance.com.

Prior to that, she held positions as Chief Compliance Officer at a FinTech firm and US Compliance Officer at Ant Financial, where she led the MSB license application process with 50 states and managed over 10 regulatory examinations in the US. She is a subject matter expert on digital wallets, having accumulated hands-on experience through licensing and change of control dealings with international regulators such as MAS, FCA, and US regulators.

Pengbo started her compliance journey at PayPal, where she led the development of the first generation of real-time sanction screening engines. She currently holds the qualification of Certified Anti-Money Laundering Specialist and graduated from UC Berkeley with an MBA.
