Carmany
James Carmany currently serves the dual roles of Homeland Security Investigations Country Attaché and the Dual Hat U.S. Department of Homeland Security Attaché for Jamaica and the Cayman Islands. Homeland Security Investigations is the principle investigative component of the U.S. Department of Homeland Security, responsible for investigating, disrupting, and dismantling transnational criminal organizations and terrorist networks that threaten or seek to exploit the customs and immigration laws of the United States.
Prior to his position as Country Attaché, Mr. Carmany served as the Section Chief at the U.S. Immigration and Customs Enforcement Armory Operations Unit in Altoona, Pennsylvania, where he was responsible for the Immigration and Customs Enforcement firearms program to include testing, evaluation, build, repair, and maintenance of the firearms and law enforcement equipment for over 12,000 armed Special Agents and Officers. Previous to this assignment, Mr. Carmany served as a Special Agent in Cedar Rapids, Iowa, and Corpus Christi, Texas, where he led criminal investigations into transnational criminal organizations conducting money laundering, drug and human smuggling, human trafficking, and child exploitation.
Before joining Homeland Security Investigations, Mr. Carmany served as a Commissioned Officer in the United States Coast Guard and continues to serve as a Commander in the United States Coast Guard Reserve where he has led Maritime Law Enforcement and Ports, Waterways, and Coastal Security operations domestically and abroad.
Mr. Carmany is a graduate of the U.S. Merchant Marine Academy at Kings Point, New York, where he earned a Bachelor of Science in Intermodal Transportation and a U.S. Coast Guard Unlimited Tonnage 3rd Mates License. Mr. Carmany also holds a Master of Arts degree in National Security and Strategic Studies from the U.S. Naval War College.
