Dolan
In October 2019, Edward Dolan was hired as the Managing Director of Latin America for ANDE to bring rapid DNA to Latin America to promote public safety and border security, as well as combat transnational organized crime.
Director Dolan retired from the U.S. Department of Homeland Security (DHS) as a Senior Executive with more than 22 years of service as a special agent and security expert. He was stationed in Central America for more than 14 years and has more than 17 years of experience in Latin America leading DHS teams in counterterror- ism, human smuggling and trafficking, biometric operations, drug smuggling, weapons and ammunition prolif- eration, money laundering, intellectual property rights, sex trafficking, and cultural artifacts smuggling interdic- tion operations and investigations.
Director Dolan last served DHS as the Central America Regional Attaché́ where he built historic DHS collabo- ration with the governments of Guatemala, El Salvador, Honduras, Belize, Nicaragua, Costa Rica and Panama. He built the first successful biometrics program in the region, first regional border security operations and built one of the largest DHS footprints overseas. Director Dolan served in numerous other significant roles in the U.S. Government, including as a Homeland Security Investigations (HSI) and U.S. Customs special agent; Im- migration and Customs Enforcement deputy chief of staff; HSI operations chief for Central and South America; and as an Army officer.
Director Dolan graduated from Florida State University in 1992 where he received a Bachelor’s Degree in Inter- national Affairs with a minor in Spanish. In 2018 he retired from the US Army Reserve with more than 31 years of both Army enlisted and officer service.
