Robert Francis

Robert Francis is the Senior Director of the Cybersecurity Group at the Financial Industry Regulatory Authority (FINRA).  His team focuses on conducting cyber and technology risk reviews at member firms and enhancing risk management capabilities at FINRA firms through outreach and education.

Before joining FINRA, Robert was the Chief Information Security Officer at the New York Department of Financial Services (NYDFS), responsible for leading the information security program and cybersecurity supervisory activities.  Prior to NYDFS, he was the Head of Cybersecurity Operations at Santander, managing the cyber threat intelligence, security engineering, security monitoring, and incident response teams across North America.  Robert has also held positions in banking supervision, information security, and counterintelligence with the Federal Reserve Bank of New York, the Department of Defense, the U.S. Capitol Police, and the U.S. Army.
