Charlie has more than a dozen years of experience principally focused on the political economy of conflict and corruption, particularly regarding natural resources in sub-Saharan Africa. He served three years (2015-2018) as a field-based sanctions investigator for the United Nations Monitoring Group on Somalia and Eritrea, advising the Security Council regarding UN sanctions implementation. Charles holds a doctorate in international relations from the University of Oxford.
