Ms. Dang is the Head of Asia Pacific of ACAMS, having established its regional head office in Hong Kong in 2008. Ms. Dang has more than 25 years’ experience in banking and finance. Prior to ACAMS, she was a Bank Examiner at the Federal Reserve Bank of Boston, Manager with Barclays Capital’s Investment Banking Division in Singapore, Director for Business Development at Citibank’s Global Consumer Banking Group in Singapore and Director of Business Development, Asia/Pacific, for Thomson Financial in Hong Kong. Ms. Dang holds educational degrees from the US, with a Bachelor of Arts Degree with honors from Amherst College and a Master in Public Policy from Harvard University, John F. Kennedy School of Government.

Mr. Lao has been working in the banking industry for 40 years since 1977. Due to his working relationship, he accumulated the practical experience in “Anti-Money Laundering”, “Knowing about your clients” and “Transaction diligence Investigation Job” since 1980. Also he has cross-border Comparison of money laundering practices. In 2001, he studied for Master of Laws and his thesis was “Avoiding Money Laundering Legislation Based on Foreign Experiences”. Since 2008, he has been the Risk Director of the Bank of China and Macau Branch and was appointed Chief Compliance Officer in 2016. He has accumulated rich experience in the anti-money laundering work and over the past 30 years of study. In particular, he has his own opinions on the promotion of anti-money laundering awareness, suspicious transactions and the development of anti-money laundering trends.

自1977年起從事銀行業工作至今40年,由於工作關係,從八十年代起逐步對反洗錢有了認識、了解你的客戶及交易盡職調查工作等,累積了實踐經驗,更有跨境反洗錢實務工作的比較。2001年修讀法學碩士研究生,其畢業論文是《借鑑外國經驗進行反洗錢立法》。2008年起擔任中國銀行澳門分行風險總監并於2016起被委任為首席合規官。在長達三十年的反洗錢工作中及硏究中累積了豐富的經驗,尤其是對反洗錢意識的推廣、可疑交易以及反洗錢趨勢發展都有自己的觀點及看法。

The Macao Special Administrative Region established the Financial Intelligence Office (GIF) as the designated AML/CFT competent agency in 2006. Director Ms. Connie Chu joined GIF in the early days right after the establishment of the Office, responsible for financial analysis on suspicious transactions. During her service in the Office, she has also served as functional chief and deputy director of GIF. Besides taking part in operational analysis on Suspicious Transaction Reports and financial intelligence, she is also responsible for various tasks including strategic analyses of latest trends and typologies, while at the same time liaises with international organizations, follow up mutual evaluation progress, and assists in the coordination work for the AML/CFT Working Group. Furthermore, Ms. Chu has been highly involved in the Money Laundering and Terrorist Financing Risk Assessment project and the APG Mutual Evaluation of Macao, SAR.

澳門特別行政區政府於二零零六年設立反清洗黑錢及反恐怖融資專責部門金融情報辦公室,朱主任於辦公室成立初期便已加入辦公室團體,負責可疑交易報告的金融情報分析工作。朱主任於金融情報辦公室工作期間先後擔任過職務主管及副主任,負責多項不同工作,除進行可疑交易金融情報的恆常運作分析(operational analysis)外,亦有參與多項策略分析 (strategic analysis),同時亦負責與國際組織的聯絡及跟進相互評估進展,以及參與跨部門反清洗黑錢及反恐怖融資工作小組的協調工作。此外,朱主任高度參與整體清洗黑錢/恐怖活動融資風險評估項目及「亞太區打擊清洗黑錢組織」對澳門特區進行的相互評估。

Bio | 簡介

Paulo Martins Chan was appointed as the Director of the Gaming Inspection and Coordination Bureau (DICJ) in December 2015 due to his extensive legal knowledge and language proficiency in Chinese, Portuguese and English. Under the leadership of Mr. Chan, the DICJ’s law enforcement capability and regulatory framework continues to enhance, further expediting the healthy and sustainable development of the gaming industry.

Prior to joining the DICJ, Mr. Chan worked at the Prosecutions Office for over 17 years. Owing to his wide knowledge in law, strong ethics and unquestioned integrity, Mr. Chan was appointed as the Assistant Public Prosecutor-General since 2009.

Mr. Chan received his Bachelor of Law at the University of Macau and obtained his Master of Law at the Macau University of Science and Technology. His passion in the field of law is shown by his active participation in various law committees and sharing of professional experiences via lecturing to the University of Macau, Public Prosecutions Office, Legal and Judicial Training Centre, Macau Bar Association, Legal Affairs Bureau, Judiciary Police and Public Security Forces Affairs Bureau. Mr. Chan is also the co-author of the book “Studies on Macau Gaming Law” — the first English book that explains about the various gaming laws and regulations in Macau.

陳達夫先生具備良好的法律知識及精通中、葡、英三種語言,其於2015年12月獲委任為博彩監察協調局局長,在其領導下,博監局繼續完善博彩業的法制建設和監管機制,進一步推進博彩業的健康有序及可持續發展。

在加入博監局之前,陳達夫先生曾在檢察院工作達十七年,並於2009年起獲委任為助理檢察長。

陳達夫先生為澳門大學法律學士及澳門科技大學法律碩士。他曾先後於澳門大學、檢察長辦公室、法律及司法培訓中心、律師公會、法務局、司法警察局和保安部隊事務局擔任培訓課程導師,與學員分享他在法律範疇的專業知識及經驗。陳達夫先生亦是《澳門博彩法律研究》(“Studies on Macau Gaming Law”)一書的合著者,即澳門第一本以英語撰寫闡釋澳門不同博彩法律和法規的書籍。

Bio | 簡介

Born and starting her early education in Macao, Ms Deborah Ng Man Seong completed her Bachelor of Business Administration (BBA) at the University of East Asia, and Master of Business Administration (MBA) at the Bangor University and the Alliance Manchester Business School.

After starting her career in private organisations, Ms. Ng joined the Monetary Authority of Macao (AMCM) in 1989 and was later appointed as Deputy Director of the Banking Supervision Department, in charge of banking supervision and anti-money laundering. She was appointed by the Macao Special Administrative Region Government as Director of the Financial Intelligence Office in 2006.

In August 2017, Ng returned to the AMCM and took up her present position as Executive Director of the Board of Directors.

伍文湘委員在澳門出生及接受基礎教育,於澳門東亞大學取得工商管理學士,及後於英國班戈威爾斯大學及曼徹斯特商業學院取得工商管理碩士。

伍文湘早年任職於私營機構。1989年加入澳門金融管理局,後被委任為銀行監察處副總監,主力跟進銀行監察及反清洗黑錢工作。2006年,獲特區政府委任為金融情報辦公室主任。

2017年8月,伍文湘返回澳門金融管理局出任行政管理委員會委員。

Bio

Ms. Priscilla Fong is the Acting Deputy Director of Financial Intelligence Office of Macao SAR. She joined the Financial Intelligence Office not long after its establishment in 2006. Throughout the past years, her major role in the Financial Intelligence Office was to conduct operational analysis on suspicious transactions reports (STR) and strategic analysis in typologies and trends in relation to money laundering and terrorist financing (ML/TF). She also involved in international cooperation with different counterparts and has attended meetings and conferences of AML/CFT international bodies. She has participated in the APG/GIFCS Mutual Evaluation and ML/TF risk assessment of Macao SAR, she also coordinated lots of trainings and awareness programs to different stakeholders, including government agencies, financial institutions and other DNFPBs.

澳門金融情報辦公室於2006年成立,馮婉琪女士於辦公室成立初期便加入辦公室團隊,現為辦公室的代副主任。過往多年,她主要負責可疑交易報告的金融情報分析工作,並針對清洗黑錢及恐怖活動融資趨勢及個案特徵進行策略性分析工作。此外,她亦協調辦公室與對口機關的國際合作及出席反清洗黑錢及反恐融資國際組織的會議。同時她亦曾參與「亞太區打擊清洗黑錢組織 / 國際金融中心監督小組」的相互評估及澳門特別行政區有關清洗黑錢及恐怖活動融資的風險評估工作,以及向不同的業界提供培訓,包括金融業、博彩業及其他指定非金融企業及行業等。

Bio

Jose Borges Rodrigues is since January 2017 Senior Vice President and Chief Compliance Officer for Sands China Ltd. (SCL) and Venetian Macau Limited (VML) one of the Macau gaming operators. He is also a lawyer both in Macau and Portugal, ACAMS certified and a private notary in Macau.

As Chief Compliance Office for SCL and VML, he is responsible for managing a team of over 22 professionals addressing a variety of legal and ethical risks, including anti-money laundering (AML), anti-bribery and corruption, fraud, conflicts of interest and gaming regulatory matters. He works regularly with the Company’s internal departments such as Finance, Marketing and Development, Human Resources, and Legal. He liaises with various regulatory and supervisory bodies over regulatory matters.

Prior to his current role, Mr. Rodrigues worked at SCL and VML Legal Department as a Co-General Counsel handling a variety of legal matters namely AML, anti-bribery, gaming law, litigation, contracting and intellectual property. Jose has joined the Venetian Macau Limited Legal Department since October 2008. He interrupted his tenure at VML between July 2010 to November 2011 to work as a lawyer and private notary in “Jorge Neto Valente Law Firm” in Macau focusing his attention in the areas of civil, criminal and commercial litigation and rejoined VML in December 2011.

Mr. Rodrigues graduated from Law in Lisbon in 1987 (Lisbon Catholic University). He worked as an in house lawyer in Lisbon from October 1987 to November 1990 in a Portuguese Group of Companies (IPG Group) focusing on civil, commercial, tax and real estate law. In December 1990 he joined the Macau Law Draft Division (Gabinete para a Modernização Legislativa) participating on the drafting of several local laws namely the Trademark Protection Act, the Commercial Registry Code and the Judiciary Organization Law and joined Macau law firm C&C (then Rui Cunha law firm) from 1992-1994. He established his firm in Lisbon from 1994 to 2008. Mr. Rodrigues has more than 31 years of extensive legal experience in Portugal and Macau focusing on the areas of civil and criminal litigation, bankruptcy, anti-money laundering, anti-corruption, civil law, banking, commercial law and intellectual property matters.

Dr. José Carapinha has been working as legal counsel for the Macau Administration for the past 25 years.

After an initial period of seven years in the Legislative Affairs Office where he was in charge of legal drafting having participated intensively in the approval by the Macau Government of the Macau’s Criminal Code and Criminal Procedure Code, amongst other projects, he joined the Monetary Authority of Macau in June 1998.

In the Monetary Authority of Macau he progressively oriented his expertise towards the money laundering and terrorism financing area having participated extensively in the representation of the Macau Government in the works of the Asia Pacific Group in Money Laundering (APG) since 2000.

When the Financial Intelligence Office (GIF in the Portuguese acronym) was created in 2006 he was seconded to this Office while continuing to be a permanent staff of the Monetary Authority. Since joining GIF he continued his work in the AML/CFT area participating extensively in the representation of Macau in international organizations such as the Asia Pacific Group in Money Laundering (APG), the Egmont Group of FIUs and the Financial Action Task Force (FATF).

Since 2009 he is qualified as an assessor for the APG and he participated in the mutual evaluation team of East Timor that was carried out by the APG in December 2011. He was also a member of the evaluation team of Mongolia carried out in 2017.

He also participated in the Asia Pacific Regional Review Group (APRRG) of the International Cooperation Review Group (ICRG) of the Financial Action Task Force (FATF) having been in charge of the progress made by some jurisdictions in his capacity of primary reviewer.

He has been participating as well in his capacity of expert in some high level missions carried out by the APG in the context of the follow up procedures of some jurisdictions of the Asia Pacific region.

He is Co-Chair of the Mutual Evaluation Working Group of the APG since its creation in 2014.

Bio

Iain O’Donnell is currently the Vice President – Compliance at Wynn Macau Limited, where he heads up the Gaming Compliance Department at both Wynn Macau and Wynn Palace. Mr. O’ Donnell has worked in various finance and compliance roles during his illustrious 33-year career in the casino industry. This includes working for Crown Ltd in Melbourne, Treasury Casino in Brisbane, Jupiters Casino on the Gold Coast, Sands Casino in Macau, Solaire Resort & Casino in Manila and Wynn Macau Ltd.

In his current role, Mr. O’ Donnell is responsible for the Gaming Compliance department at Wynn Macau Ltd, which also requires him to formulate and document AML/CFT policies and procedures, liaise with law enforcement and regulatory bodies on AML/CFT compliance issues and ensure that all necessary Wynn team members are adequately trained in all aspects of the companies AML/CFT procedures and immersed in healthy and strong compliance culture.

Mr. Francis is a Compliance professional with a career in the financial services industry spanning 30 years. For the last eleven years, Mr. Francis has been based in Hong Kong covering the Asia Pacific (APAC) region and prior to this in London covering Europe, Middle East and Africa (EMEA). He currently works for FTI Consulting (Hong Kong) Limited and joined in December 2018 to create and lead their Financial Crime Compliance (FCC) practice for the APAC region. Prior to joining FTI, Mr. Francis was Citibank’s APAC Anti-Money Laundering (AML) Compliance Head for eight years (between 2010 and 2018). This role also encompassed responsibility for AML Compliance for the Global Consumer Bank for Europe, Middle East and Africa (EMEA). In APAC Mr. Francis also worked for UBS (between 2007 and 2010) where he held a number of senior management positions including APAC Head of Central Compliance and the Global Head of Regulatory Reporting and APAC Head of AML and Sanctions Compliance. Prior to 2007, Mr. Francis was based in London covering the EMEA region working for tier one banks. Various roles included progressing from being a front line operator, sales to senior manager of a headquartered-operation center with further progression into a risk manager role.
