Boyce
Dr. Boyce is the Head of the Office of Integrity, Compliance and Accountability (ICA). ICA is an independent office in CDB which is an international financial institution, specifically the Caribbean’s only indigenous multilateral development bank. Dr Boyce oversees five governance functions: Institutional Integrity (fraud and corruption), Compliance (AML/CFT and Sanctions), Ethics, Whistleblowing and Accountability.
Dr. Boyce started his career in commercial banking with the Republic Bank Group in Guyana as General Counsel/Manager Legal Services and Secretary to the Executive Committee of the Board of Directors, then as Manager, Corporate Finance with merchant bank Fincor in Trinidad and Tobago. He joined international financial law firm Freshfields Bruckhaus Deringer in New York as a Finance Attorney where he practiced law in New York during the global financial crisis. His experience in New York led to him serving as Special Counsel to the Central Bank of Trinidad and Tobago on financial crisis resolution before joining CDB in 2014.
Dr. Boyce holds a Bachelor of Laws (LL.B) degree with Distinction from the University of Guyana where he graduated with several awards and two gold medals including the Vice-Chancellor’s Gold Medal for the Best Law Student. He also holds the Legal Education Certificate from the Hugh Wooding Law School where he won the joint prize for Trial Advocacy. He has an Executive Diploma in Banking with Distinction from the American Bankers Association, Stonier Graduate School in Banking held at Georgetown University, DC, USA.
He also holds double Master of Laws (LL.M) degrees, one each from Harvard Law School in Cambridge MA, USA where he was awarded the Program in International Finance Prize for Best Thesis and from Cambridge University, United Kingdom where as a Chevening Scholar he graduated with the award of First Class, a Starred First in International Finance, as the Best Law Student from Queens’ College, and a Foundation Scholar of the University. From 2010 to 2013 as a Cambridge International Scholar at Cambridge University, United Kingdom he read for and was awarded a Doctorate in international financial law and regulation.
Dr. Boyce is an Attorney-at-Law admitted to the Bar in Guyana, Trinidad and Tobago, Barbados, and New York, and is also a Certified Anti-Money Laundering Specialist (CAMS). He is an original creative thinker, problem solver and author of several publications on legal, financial, banking, and commercial issues.
