Gilmer
Sara Gilmer guides anti-trafficking policy and programming as Deputy Director of the Human Trafficking Division at the U.S. Department of Justice’s Office for Victims of Crime, which manages the largest amount of anti-trafficking federal funding in the United States. She leads a team in enhancing survivors’ access to quality victim services through the management of almost 500 awards totaling more than $300 million. Sara has designed grant award programs and performance measures, developed and managed national training and technical assistance initiatives, analyzed policy and legislation, and collaborated with federal interagency partners and a diverse range of stakeholders within the United States and globally. She previously engaged in anti-trafficking diplomacy in the Americas and Europe with the Department of State’s Office to Monitor and Combat Trafficking in Persons, where she served as a policy advisor and wrote for the annual Trafficking in Persons Report. Sara is a lecturer at the Elliott School of International Affairs at George Washington University and is the recipient of the Fulbright Global Scholar Award.
