Ms. Dawne Spicer is the Executive Director of the Caribbean Financial Action Task Force (CFATF). Ms. Spicer is an Attorney by profession, with thirty years’ experience in the area of AML/CFT/CPF. Ms. Spicer was a Co-Chair of the FATF Working Group - the Global Network Coordination Group (GNCG) from 2012-2021. In addition to participating both as an Assessor and Head of Mission for all four Rounds of Mutual Evaluations of CFATF Member countries, Ms. Spicer provides AML/CFT-related technical assistance in the form of training and presentations, to local, regional and international organizations and government agencies. Ms. Spicer was a Commissioner for the Liechtenstein Initiative, which was a Financial Sector Commission addressing the issue of Modern Slavery and Human Trafficking; participated in the Caribbean’s Initiative’s Financial Inclusion Task Force (FITF); is currently a member of the Effectiveness Expert Working Group of the Global Coalition to Fight Financial Crime (GCFFC) and is participating on an Advisory Board for the development of financial inclusion training.
