Raymond is now a freelance compliance specialist after recently retiring from the Securities and Futures Commission in which he had served for almost 30 years.
AML/CFT was one of his responsibilities in the past ten years. Among his other areas of specialisation, Raymond has:
> led the formulation of regulatory and supervisory policies on AML/CFT and financial sanctions for SFC licensed corporations, represented the SFC at the Financial Action Task Force which sets global standards on AML/CFT, updated the SFC AML/CFT Guideline (the latest revision of which was published in Sep 2021), and executed various other AML/CFT initiatives and projects such as periodic assessment of the AML/CFT risks and vulnerabilities of the securities sector, latest amendment review of the Anti-Money Laundering and Counter-Terrorist Financing Ordinance, etc;
> engaged in cross-agency collaboration work with the Hong Kong Monetary Authority and other government agencies and bureaux on AML/CFT and other regulatory issues;
> directed and supervised inspection teams to conduct routine, thematic and for-cause onsite inspections of an array of licensed corporations in all types of business, and take appropriate supervisory and regulatory actions for infractions;
> contributed to the global standards for various non-AML/CFT topics such as selling practices, protection of client assets, business continuity planning, conflict of interest during the equity capital raising process, etc. as representative of the SFC at International Organisation of Securities Commissions (IOSCO) Committee 3 on the Regulation of Market Intermediaries.
