Director Ms. Connie Chu worked in financial institution and government departments of the Macao Special Administrative Region (Macao, SAR) in her early career and accumulated substantial experience in both the private sector and government sector. Macao, SAR established the Financial Intelligence Office (GIF) as the designated AML/CFT competent agency in 2006. Ms. Chu joined GIF in the early days, responsible for operational financial analysis on suspicious transactions. Besides, she was also responsible for various tasks including strategic analysis of latest trends and typologies, while at the same time liaised with international organizations, followed up mutual evaluation progress, and assisted in the coordination work of the Macao SAR Government inter-departmental AML/CFT Working Group. After taking the post as GIF Director, Ms. Chu is now responsible for chairing the AML/CFT Working Group, and also for coordinating the secretariat role of the “Freezing Coordination Committee” established according to Law no. 6/2016, “Asset Freezing Regime”.
Furthermore, Ms. Chu has been highly involved in the Money Laundering/Terrorist Financing/Proliferation Financing Risk Assessment project and the APG Mutual Evaluation of Macao, SAR. She participated in the Risk Assessment project of Macao, SAR since the first round, and is familiar with the operation and structure of the whole AML/CFT institutional framework of Macao, SAR. In addition, Ms. Chu has actively participated in AML/CFT international affairs for many years. She participated as an assessor in the mutual evaluation of an APG member, and also has experiences in dealing with AML/CFT issues in response to other international organizations including IMF, WTO, OECD.
On the side of private sector, Ms. Chu provides on-going training and awareness programs for different sectors including Financial, Gaming, Real Estate, Dealers of High Value Products, etc. Throughout all these years, Ms. Chu has gained considerable exposure in the AML/CFT area both in the government sector and in the private sector.
