Dinkins, CAMS
Jim Dinkins is the President of Thomson Reuters Special Services (TRSS), an independent subsidiary of Thomson Reuters. With over 30 years of public and private sector experience in federal law enforcement and the banking industry, he is a recognized leader in global law enforcement, national security and intelligence, and financial crimes investigations and compliance.
Jim’s career in government service began in 1986 with the U.S. Customs Service, and in 1988 he became a U.S. Customs Special Agent investigating cross border criminal activity. During his law enforcement career, he held numerous senior leadership roles in offices and departments across the United States. Following 9/11, he was named Chief of the Cornerstone and Financial investigation Programs at the newly founded Department of Homeland Security, where he led development of international and domestic initiatives to combat vulnerabilities in the United States’ financial and trade sectors.
In 2010, Jim led the formation of Homeland Security Investigations (HSI), the nation’s second largest federal investigative department. Serving as the first head of HSI, Jim oversaw the agency’s global national security and public safety efforts, directing a budget of $2 billion USD, more than 9,000 employees, 200 field offices throughout the United States, and 75 international locations in 48 countries. He led HSI’s operations, investigations, and enforcement initiatives, targeting transnational criminal organizations exploiting America’s legitimate travel, trade, financial and immigration systems for illicit purposes.
Jim retired from federal law enforcement in 2014 and joined TRSS as General Manager. In 2015, he was named Senior Vice President and Director of Operations for financial crimes compliance at the nation’s fifth largest financial institution, where he established and led the anti-money laundering and terrorist financing teams responsible for financial intelligence, transaction monitoring, investigations, currency transaction reporting, and enhanced due diligence.
Jim returned to TRSS in 2019 to lead the organization as President. Using a unique fusion of information, expertise, and technology, TRSS partners with federal government agencies and commercial clients to support their critical missions and empower data for good. TRSS was selected as one of the Washington D.C. area’s Top Workplaces by the Washington Post in 2019 and 2020.
Jim has also served on several advisory boards, including the Board of Directors for the National Center for Missing and Exploited Children, American Gaming Association’s Illegal Gaming Advisory Board, and PenLink’s Presidential Advisory Board, and previously served as the Chairman for the World Customs Organization’s Enforcement Committee in Belgium.
