Oelkers
Special Agent (SA) Christopher Oelkers has been a federal law enforcement officer for over 25 years and is a National Program Manager in the Human Trafficking Section at the Center for Countering Human Trafficking (CCHT). SA Oelkers is presently assigned to the CCHT on an 18-month temporary duty assignment and is permanently assigned to Homeland Security Investigations (HSI) St. Paul as a Group Supervisor. SA Oelkers has supervised human trafficking investigations in St. Paul, MN for 11 years and led HSI St. Paul human trafficking efforts for high visibility events, such as Super Bowl 52 and the 2019 NCAA Final Four basketball tournament. SA Oelkers began his career in 1996 with the former Immigration and Naturalization Service (INS) as a special agent. SA Oelkers held assignments to the FBI Violent Gang Taskforce, the Jackson County, Missouri Drug Task Force and the Heart of America Joint Terrorism Task Force while at his duty station in Kansas City, Missouri. Upon creation of Immigration and Customs Enforcement (ICE), merging the former INS and the U.S. Customs Service, SA Oelkers subsequently took an assignment with ICE Intelligence as a special agent in St. Paul, Minnesota, where he worked with intelligence agencies, as well as state and federal law enforcement agencies. In 2008, SA Oelkers accepted the position of ICE Field Intelligence Director for St. Paul, where he supervised intelligence analysts and special agents. In 2010, SA Oelkers transitioned to being a first line supervisor (Group Supervisor) with HSI St. Paul, where he has supervised investigations of child exploitation, national security, immigration benefit fraud, human rights violators, worksite exploitation and human trafficking.
