Lorena is a Policy Division Section Chief within the U.S. Department of the Treasury – Financial Crimes Enforcement Network (FinCEN).
In this capacity she works in the implementation of the Anti-Money Laundering Act of 2020 and Corporate Transparency Act (CTA), leads rulemaking processes to update, clarify, and create the regulatory framework that protects the U.S. financial system from money laundering, terrorist financing, and other illicit finance, and provides technical assistance to draft legislation. In addition, she performs a range of complex, sensitive work necessary to effectively administer the Bank Secrecy Act (BSA), including development and implementation of policy, outreach, issuance of regulations and guidance and recommending appropriate agency actions to FinCEN’s management.
She brings a wealth of knowledge and AML/CFT expertise and was previously at Promontory Financial Group, an IBM Company, where she was a Senior Principal in the Financial Crimes Practice and led the Financial Crimes-Digital Assets initiative. During her tenure, Lorena assisted financial services clients, including domestic and foreign financial institutions, in matters related to risk management strategy, and anti-money-laundering and sanctions compliance, including digital assets. Lorena has led teams and worked on engagements to draft AML/Sanctions state examination manuals and assisted financial institutions to build and enhance their AML/CFT programs, perform AML/OFAC risk assessments, prepare for regulatory examinations and correspondent banking relationships, among others.
Prior to Promontory, Lorena was a Consultant for the World Bank Macroeconomics and Fiscal Management Brazil team and worked in the multilateral and private sector performing political and economic risk analysis for Latin America. She holds a M.A. in International Economics from the Johns Hopkins University and a B.A in Political Science from the George Washington University. She speaks Portuguese, Spanish, and English.
