James (JC) Collins US Council on Transnational Organized Crime Director, USCTOC Strategic Division Mr. James Collins recently joined the US Council on Transnational Organized Crime as (USCTOC) as the Director. Before this, he was the Assistant Commissioner at DHS/CBP. Mr. Collins joined CBP in 2019 after serving as the National Security Council's Director for Transnational Organized Crime, where he managed the development and implementation of national security policies and provided policy analysis and support to the President, the National Security Advisor, and the Assistant to the President for Homeland Security and Counterterrorism. Mr. Collins possesses extensive executive leadership and management experience developing intelligence capabilities; planning, coordinating, integrating, and synchronizing intelligence operations; and providing analytic support to policymakers, strategic planners, and operational forces in the field. Mr. Collins also has extensive operational Counter Terrorism, Counter Narcotics, Counter Insurgency, Counter Threat Finance, and Counter Transnational Organized Crime experience, which includes assignments to the Joint Special Operations Command, United States Special Operations and Southern Commands, the Central Intelligence Agency's Counter Terrorism Center, Foreign Fighter Task Force and Iran Operations Division, the Defense Intelligence Agency, the Office of the Director of National Intelligence, and the National Security Council. Mr. Collins is a native of Washington, D.C., where he received his undergraduate degree from the Georgetown University's School of Foreign Service. He has a Master of Strategic Intelligence degree from the Defense Intelligence College, and is also a graduate of the National War College (CIA Fellow)
