O’Casey
Eimear is based in London, where she provides analysis of political, operational, integrity and security issues across the former Soviet Union. She produces regular updates for the company’s online subscription services, highlighting developments in the region and analysing their impact on clients’ commercial activities. She also provides clients with tailored reports and oral and written consultation in response to specific queries.
Recent relevant projects that Eimear has worked on include:
- Scenario planning for Belarus in 2021 for an international sports body planning on hosting an event in Minsk
- An outlook for EU and US sanctions risks against Belarus following the 2020 Belarusian election for a European chemicals company with Belarusian trade links
- An assessment of regulatory attitudes towards online trading platforms in Russia, and an outlook for how these are likely to develop in the next two years.
- A market entry study of the Russian potash mining sector for a potential American investor, focusing on corruption threats in the sector and region of the prospective investment.
Prior to joining Control Risks in London, Eimear worked in the company’s Moscow office as part of the Alfa Fellowship. She has a background in good governance and comparative politics in the former Soviet Union, and previously worked as a researcher at University College London’s Constitution Unit, and at the Organization for Security and Cooperation in Europe’s Office for Democratic Institutions and Human Rights (OSCE) in Warsaw. She has also worked extensively as a short-term election observer with the OSCE across the former Soviet Union, including twice in Belarus and Russia. Eimear has an MA in History from the University of Edinburgh and an MA in Legal and Political Theory from University College London. She speaks English, Russian and French.
