Citizenship by Investment Programs (CIP) grant citizenship to high net worth individuals who meet eligibility requirements and make significant investments toward stimulating a nation's economic development. They are also prone to abuse by bad actors and certain foreign individuals use these programs to obtain passports for the purpose of engaging in illicit financial activity.
