For the past 11 years, Andy has worked as the chief legal advisor to the top Republican on key investigatory committees in both the Senate and House of Representatives. He is currently the Chief Counsel and Deputy Staff Director for Sen. Rob Portman, on the Homeland Security and Governmental Affairs Committee. He previously served as the Chief Counsel and Staff Director for then-Chairman Portman on the Permanent Subcommittee on Investigations (2017-2021). He began his career on Capitol Hill working for Sen. Tom Coburn, during his time as Ranking Member on the Permanent Subcommittee on Investigations (2010-2012) and Homeland Security and Governmental Affairs Committee (2013-2014). Andy also served as the General Counsel for the House Committee on Oversight and Government Reform (2015-2017). In these roles, Andy produced comprehensive bipartisan investigatory reports and hearings that were routinely covered by high-profile print and broadcast media, including three investigations featured on 60 Minutes.
Andy has led and supervised investigations covering a wide-range of topics and industries, including: the use of anonymous shell companies and international financial institutions by Russian oligarchs to evade sanctions; the theft of U.S. research and intellectual property developed at top research universities and institutions by the Chinese Government; the cost to Medicare of a pharmaceutical company raising the price of its opioid overdose reversal drug over 600 percent during a national crisis; the purchase of illicit fentanyl by Americans from China-based websites and having it shipped to the United States through the U.S. Postal Service; and one of the largest healthcare fraud conspiracies uncovered to date involving an administrative law judge who was paid by an attorney to award over $550 million in federal health benefits based on fraudulent medical records resulting in multiple indictments.
Prior to his time on Capitol Hill, Andy was an associate at a Washington, D.C.-based law firm.
