Dan Stipano: An AML Career Still Moving Forward

In this segment of AML Now, ACAMS Executive Vice President, John J. Byrne, sat down with former OCC Deputy Chief Counsel Dan Stipano (now with Buckley Sandler LLP) to discuss 9/11, know your customer, the Customer Due Diligence rule and de-risking. Stipano is the recipient of the 2017 ACAMS Anti-Money Laundering/Counter-Terrorist Financing Leadership in Government Award.

Stipano supervised the OCC’s Enforcement and Compliance, Litigation, Community and Consumer Law, and Administrative and Internal Law Divisions. He also supervised the OCC district council staffs in the OCC’s Southern and Western Districts.

He previously served as acting chief counsel. From 1995-2000, Stipano served as the director for enforcement and compliance in the OCC, where he headed the division that was responsible for taking administrative enforcement actions against national banks and their institution-affiliated parties. From 1989-1995, he was an assistant director in the Enforcement and Compliance Division, after joining the OCC in 1985 as a staff attorney in the division. In 1985, Stipano was a staff attorney at the Federal Energy Regulatory Commission and from 1983-1985 he was an associate with the law firm of Jackson and Jessup, P.C., in Arlington, Virginia. Stipano also represented the OCC on the Treasury Department’s Bank Secrecy Act Advisory Group and the National Interagency Bank Fraud Working Group.
