Overview
Organized Retail Crime (ORC) is not a new phenomenon, but it is growing, highly profitable and criminals are becoming more violent in their pursuit of stolen goods. Unlike shoplifting, wherein petty thieves steal odd items, often for personal use, ORC is done by groups of criminals in carefully organized and well-planned raids. These goods are usually transported to a location to be “cleaned”, then sold on online marketplaces such as Facebook, LetGo, Craigslist; dark web marketplaces, flea markets and many times the products find their way back to traditional, lower volume supermarkets. ORC also includes large scale cargo theft as well as the use of stolen credit cards to purchase high value products. ORC has had a devastating effect on retailers, costing nearly $45 Billion per year on average. These thefts often result in needed items being unavailable or entire stores closing their doors. In this session, Homeland Security Investigations (HSI) will describe the nature and typology of ORC, discuss the devastating toll this type of crime may have, and point out red flags financial institutions can use to identify and report on this activity.
