The Trinidad & Tobago Chapter seeks to promote the overall mission of ACAMS: “to advance the professional knowledge, skills and experience of those dedicated to the prevention, detection and reporting of money laundering around the world, and to promote the development and implementation of sound anti-money laundering policies and procedures.”

The Chapter also seeks to promote ACAMS as a platform for career development and professional networking for its members. The Chapter is designed to enhance their overall knowledge, skills and competencies and establish a forum for continuous sharing and exchange of information amongst its members in the areas of AML/CFT policies, procedures and techniques.

David West

Mr. David West, LLB (Hons), LEC, CAMS, CFCS
Co Chair

Mr. West graduated from the Hugh Wooding Law School in 1996 after which he worked in the Office of the Director of Public Prosecutions until 1999 where he left to work in the Ministry of the Attorney General, Central Authority Unit.

Mr. West is a former Head of the Central Authority Unit with over ten years’ experience in dealing with extradition and mutual legal assistance.

He was the Director Designate of the Financial Intelligence Unit from March 2010 up until 12th September 2010.

Mr. West in 2011 earned the Certified Anti-Money Laundering Specialist (CAMS) designation.

In July 2015, he was awarded the designation of Certified Financial Crime Specialist (CFCS).

He has also presented at numerous conferences both locally and internationally on Money Laundering and Financial Crimes.

Mr. West was in private practice during the period 2008-2014 in El Dorado Chambers where the late Ms. Dana Seetahal, SC was Head of Chambers.

On the 7th November 2014 the President of the Republic of Trinidad and Tobago appointed Mr. West Director of the Police Complaints Authority.

Ms. Burton acquired a Bachelor of Science (Hons) in Political Science (pre-law option) with a minor in Business Administration from University of Texas at Arlington (UTA). She is enrolled in a Masters of Science degree at University of London in Finance and Financial Law programme. Ms. Burton is a member of both professional bodies: Association of Certified Anti-money Laundering Specialists (ACAMS) and Association of Certified Fraud Examiners (ACFE).

Avyann Ferguson Awai

Mrs. Avyann Ferguson-Awai is an Attorney at Law of 17 years standing and is an Accredited Director with over 10years experience in Banking and Financial Services. Currently Mrs. Awai holds the position of Lead Counsel, Financial Services and Head AML/CFT Compliance in the Financial Services Business Unit of the Massy Group which spans Insurance, Remittance, Card and non bank financial services. She also leads the AML Compliance function across the Massy Group in the regulated territories in which it operates locally and regionally. She also sits as a member of the Board of Massy Finance GFC Ltd. She has served as Chairman of the Heritage and Stabilisation Fund, several Board sub Committees of Eastern Credit Union and of its Subsidiary, EPL Properties and on the Legal Committee of the Bankers Association of Trinidad and Tobago for several years. She continues her membership and service to the Board of the Association of Compliance Professionals of Trinidad and Tobago as President. As a member of the Trinidad and Tobago Transparency Institute, she has joined the Steering Committee to introduce and launch Integrity Clubs targeted to adolescents. Mrs. Awai holds her Masters of Law in areas of Corporate & Commercial Law from the University of the West Indies with a specific focus on Corporate Governance. In addition, she holds a Bachelor of Laws Degree (Honours) from UWI Cave Hill and a Legal Education Certificate from the Hugh Wooding Law School. Mrs. Awai has also been certified following her participation in the Directors’ Education and Accreditation Programme from the Institute of Chartered Secretaries & Administrators; in Effective Personal Productivity for Leaders from the Leadership Management Institute and is a Certified Anti Money Laundering Specialist (CAMS) from the US Association of Certified Anti Money Laundering Specialists of which she is also a Member.

Jerome Chambers

A Certified Anti-Money Laundering Specialist (CAMS), a member of the Association of Certified Anti Money Laundering Specialists (ACAMS) and has over twenty years’ experience in the financial services sector serving within the areas of policy creation, governance, financial crimes investigation and prevention. He is also trained in the areas of Counter Terrorist Financing, Information Systems/Information Technology, Business Strategy and Law. Mr. Chambers is a Director of Global Forensic Institute Ltd and pioneered the Caribbean Fraud Conference 2015 and 2017 in Trinidad and Tobago. He has also collaborated with several regulators including the Caribbean Financial Action Task Force (CFATF); Association of Compliance Professionals of Trinidad and Tobago (ACPTT); Institute of Internal Auditors of Trinidad and Tobago; Financial Intelligence Unit – Trinidad and Tobago; Financial Intelligence Unit – Republic of Suriname; Fraud Squad TTPS; Cybercrime Unit TTPS; Anti-Kidnapping Unit TTPS. He has been a Business Mentor for many distinguished professional bodies including the Branson Center of Entrepreneurship (Jamaica) National Entrepreneurship Development Company (NEDCO) National Integrated Business Incubator System (IBIS) Arthur Lock Jack Graduate School of Business UWI. Laura June Alleyne

Laura is an Anti-Money Laundering Specialist and has over twelve (12) years’ experience with local, Regional and International experience. Ms. Alleyne has developed Compliance Programmes across the Caribbean Region as well as Trinidad and Tobago and has trained Compliance Officers and Staff in building out and Operationalizing the Compliance framework within their organizations. Laura was former Manager Compliance at the Trinidad and Tobago Unit Trust Corporation and became a Compliance Consultant for Massy in the Caribbean Region, Trinidad and Tobago Unit Trust Corporation, Credit Union Sector, Insurance Sector and other listed businesses.

Ms. Alleyne holds a Bachelor’s Degree in Management from the University of the West Indies, as well as several qualifications in Compliance, CAMS, FIBA, and ICA as well as CMLFC.

She has lectured in the subject of Anti-Money Laundering and Combating the Financing of Terrorism at UWI ROYTEC and Arthur Lok Jack Graduate School of Business. She is a founding member and Board Member of the Compliance Association of Trinidad and Tobago, as well as a Board Member of Association of Certified Anti-Money Laundering Specialist (ACAMS), Trinidad Chapter.

Jason Narinesingh

Mr. Jason Narinesingh – P.P.G. (G.R.C), Int. Dip. (Comp), F.I.C.A, C.A.M.S, C.R.C.A

Jason Narinesingh is currently the Director of Compliance for the Eastern and Southern Caribbean based at Scotiabank (Trinidad and Tobago) Limited. He currently oversees the Enterprise (Regulatory) Compliance Programs, Internal Controls, Privacy, Digital and IT Compliance and the management of Conduct Programs for eleven (11) jurisdictions within the English Caribbean Region. Jason was also appointed General Manager and Chief Compliance Officer for Scotiabank (Trinidad and Tobago) Limited in November 2013 where he is responsible for the Group’s Anti Money Laundering and Counter Terrorist Financing programs for the retail, corporate and commercial, insurance and investment business lines.

Over the past 20 years he has held progressively senior positions in Compliance and Operational risk both locally and across the Caribbean region, including recently, the position of Associate Director of Operational Risk and Compliance programs at a major regional financial institution.

Jason is a founding member, past Vice President and Director of the Association of Compliance Professionals of Trinidad and Tobago, and also served as the Chairman of Compliance Committee of the Bankers Association of Trinidad and Tobago. His extensive experience has allowed him to serve on the speaker’s faculties of many International and Caribbean Compliance Conferences to deliver a risk based approach to topical compliance issues utilizing both classroom and web based facilitation. He has worked with ACAMS in the past and served on organizing committees, moderated and was a speaker on past conferences in Las Vegas and recently delivered ACAMS web based training to over 700 participants globally.

Jason is a Fellow and Certified Professional of the International Compliance Association of the UK and a Certified Anti Money Laundering Specialist (USA). He also holds post graduate qualifications in Governance, Risk and Compliance from the ICA/Manchester School of Business, London.

Simone Cools-Lartigue

Ms. Simone Cools-Lartigue – BSC, MBA, CAMS
Co Membership Director

Simone Cools-Lartigue is a career banker with over 25 years in retail banking and small business. A Certified Anti-Money Laundering Specialist and Henley postgraduate, Simone has held numerous management roles including Branch Manager where she was also the Compliance Officer. Within a few short years, she fiercely transitioned into more dynamic roles which helped build her knowledge in compliance and risk.

Quite the transformational leader and known for her high regard for integrity, Simone’s experience revolutionized where she held a managerial position for Monitoring and Investigations and Team Lead at the bank’s internal Intelligence Unit where she provided guidance and direction to Regional Line Managers and Compliance Officers on appropriate remediate actions for risks identified. Working at an international bank has afforded her the opportunity to oversee and manage the risk of over seventeen (17) Caribbean counties in which the bank operates providing scope and access to multifaceted risk cases. Currently, she holds a managerial position in the Enhanced Due Diligence Unit where she manages and assesses the bank’s high-risk customers in these said territories.

Simone has a passion for teaching and learning and loves seeing things come to fruition which coincides with her love for nature and cultivating – her favorite past-time.

Ahamad Hosein

Mr. Hosein is a qualified UK Certified Chartered Accountant and a Certified Anti-Money Laundering Specialist with over 28 years of experience working with SMEs and large international companies across different industries such as Construction, Real Estate, Financial and Insurance Services, IT, Consultancy/ Management services, Manufacturing and Travel. Mr. Hosein’s experiences span across the Atlantic working within different jurisdictions between Trinidad and Tobago and the United Kingdom. Over the years he has held positions ranging from Directorship to Financial Controller of an international group companies to small family operated companies, having worked for or contracted services to such companies as Urban & Civic PLC, Reuters, Deutsche Bank, Simmons Gainsford LLP, EAM Group, Strawberry Park Group, Carrington Blake group and much more. Mr. Hosein began as a trained auditor and his professional experience now includes fraud and forensic investigations and audits, internal controls and compliance, and strategic financial and corporate planning.

Mr. Hosein presently holds the position of Manager of Compliance and Internal Audit at Firstline Securities Limited, a financial services firm which delivers specific investment solutions to governments, institutions and individuals in the areas of corporate and project financing and wealth management. Mr. Hosein is a member of the Association of Certified Anti-Money Laundering Specialists, he is also a member of the Institute of Chartered Accountants of Trinidad & Tobago and a member of the Association of Chartered Certified Accountants UK. He also holds a Travel Management Certificate by British Airways: The Academy of Travel.

Leigh Ann Benjamin - Campbell

Mrs. Leigh-Ann Benjamin-Campbell is a Compliance Professional who partners with business units and engages regulators to enhance an entity’s regulatory reputation.

She is currently the Manager of Anti-Money Laundering Compliance at the Trinidad and Tobago Unit Trust Corporation and is responsible for leading and guiding the AML/CFT Compliance Programme across the enterprise.

Leigh-Ann is passionate about governance and ethical conduct and has fifteen (15) years’ compliance experience within various sectors such as Financial Services Regulation, Wealth Management and Public Management. Her strengths are in executing risk assessments and regulatory examinations.

Leigh-Ann is a Fellow of the Association of Chartered Certified Accountants and a Certified AML Specialist. She holds a Master in Business Administration from Heriot-Watt University (UK) and FATCA Certification from the Association of Certified Financial Crime Specialists (USA).

Andre Sealey

Mr. Andre Sealey, MBA, CAMS, AML/CFT Consultant

Mr. Andre Sealey is a Certified Anti-Money Laundering Specialist (CAMS) and a former employee of the Financial Intelligence Unit of Trinidad & Tobago (FIU). Mr. Sealey has significant experience in the field of Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT) having worked in the Compliance and Outreach Division of the FIU and also having acquired CAMS which is considered the International Gold Standard in AML/CFT certifications.

During his time at the FIU Mr. Sealey conducted a number of compliance examinations and training sessions across a range of sectors helping businesses to implement their compliance programmes, advising on legislative amendments and providing guidance in relation to the AML/CFT legislative regime of Trinidad and Tobago. Additionally, Mr. Sealey has received training from a number of internationally recognized bodies including CFATF, United States Security Exchange and The Egmont Group.

In 2015, Mr. Sealey was selected as part of the interviewee team from the FIU, who in addition to teams from the Central Bank of Trinidad and Tobago and the Trinidad & Tobago Securities Exchange, underwent the country’s 4th Mutual Evaluation by the Caribbean Action Task Force (CFATF) which is the regional body charged with assessing and ensuring countries effectiveness of carrying out its AML/CFT policies.

Previously Mr. Sealey worked at Royal Bank of Canada (RBC) Investment Management (Caribbean) Limited as a Portfolio Manager. At RBC, he was part of a team that managed over TTD8.5 billion dollars and formulated and executed growth strategies for the Mutual Funds managed by the Asset Management Division. Prior to that Mr. Sealey resided in the Unites States for 10 years where he worked and completed both his undergraduate and graduate studies.

Mr. Sealey has a Bachelor of Science undergraduate degree in Mathematics with a concentration in Actuarial Science and a Masters of Business Administration in Finance both from Howard University in Washington DC, United States.

Samantha Thompson

Ms. Samantha Thompson- Director of the Association of Compliance Professionals of Trinidad & Tobago (ACPTT), BBA, FIBA, CFATF -Country Assessor

Ms. Thompson has worked in the AML/CFT Arena for the past seven (7) years, five (5) of which was spent with the Caribbean Financial Action Task Force (CFATF) where she assisted the Mutual Evaluation team with Country Mutual Evaluations assessments. She also worked closely with the Working Group Committees and other FATF Regional Style Bodies (FSRBs) in AML/CTF initiatives. She assisted with High Level missions and have a thorough knowledge of the FATF 40+9m recommendations and the immediate outcomes; working directly with Financial Action Task Force (FATF).

As a trained country assessor Ms. Thompson understands the ins and outs of the Mutual Evaluation Process and assisted with coherent and prioritised recommendations for countries.

Ms. Thompson is FIBA certified and is currently purusing her ACAMS accreditation. Ms. Thompson currently responsible for the day to day AML/CFT Operations of Massy Finance GFC where she heads the Compliance Unit. She is passionate about Compliance and continues to grow in the field. Ms. Thompson joined the ACPTT in November of 2016 and have been appointed as a director of the Board.

Josanne Belfon

Ms. Josanne Belfon manages the regulatory compliance framework for the Trinidad and Tobago Mortgage Finance Company Limited. She oversees the anti-money laundering programme and develops and reviews company-wide policies and procedures to ensure legislative and regulatory adherence for all of the Company’s branches.

Josanne has worked in the financial services sector for the past fifteen years, holding positions in two multi-national financial institutions prior to her current role. Her experience covers areas such as enterprise risk management, policy development, fraud and regulatory compliance.

Ms. Belfon is a Certified Anti-Money Laundering Specialist and is a member of the Association of Certified Anti-Money Laundering Specialists (ACAMS), as well as the Association of Compliance Professionals of Trinidad and Tobago (ACPTT). Ms Belfon possesses a Foundation of Arts degree from the University of Leicester and is also trained in financial crime awareness, project management and internal investigations and is currently pursuing certification in Enterprise Risk Management with the Institute of Risk Management.
