ACAMS® Malta Chapter Mission Statement

Launched in December 2019, the ACAMS® Malta Chapter will:

  • Support ACAMS® Members, the AML/CFT and wider anti financial crime community in Malta by providing a platform for knowledge sharing and peer education through networking.
  • Provide a forum for discussion on emerging and technical issues, as well as creating an environment for education and professional development for the anti-financial crime sector. Furthermore, it will seek to broaden the sharing of information and expertise across all relevant industries in the Maltese economy.
  • Raise awareness of Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) including KYC/CDD and Transaction Monitoring, plus sanctions, anti-bribery & corruption, cybercrime, fraud, market abuse and other financial crime related matters.
  • Keep its members updated by running regular education and networking events with a financial crime focus in liaison with professional associations, supervisory and regulatory authorities, and the private sector.
  • Encourage participation from everyone in the anti-financial crime community including: specialists and subject matter experts, individuals working in traditional finance and credit institutions, investment companies, professional services, consultancies, solution providers, Designated Non-Financial Business Professionals (DNFBPs), gaming companies, FinTechs, Virtual Financial Asset providers an (VFAs) as well as law enforcement, policy makers and regulatory bodies.

Malta’s Moneyval Mutual Evaluation Report – ‘Failure is not an option’

In July 2019, the Moneyval Fifth Round Mutual Evaluation Report (MER) for Malta found significant deficiencies in Supervision, ML Investigation and Prosecution, and Confiscation thereby putting Malta on the path to FATF grey-listing. Having been referred to the International Cooperation Review Group (ICRG), Malta has 12 months to address strategic AML/CFT deficiencies both in terms of technical compliance and effectiveness of measures in place. For all countries under ICRG review, the FATF requires a high-level political commitment that the jurisdiction will implement the legal, regulatory, and operational reforms required. Jurisdictions under increased monitoring also known as “The Grey List” must actively work with the FATF to address strategic deficiencies in their regimes to counter money laundering, terrorist financing, and proliferation financing. Being placed on “The Grey List” can have an adverse impact on reputation and financial services offerings, including correspondent banking. Over the last decade, Malta has positioned itself as a strategic financial hub and grey-listing could have a disproportionately adverse impact in such a small and concentrated jurisdiction.

This Malta Chapter online event will discuss the requirements and impact of the Monveyval Report and the impact of grey-listing on the jurisdiction. We have a panel that represents decades of deep and varied experience in AML/CFT from the supranational, international and national viewpoints.

Deborah Cassar is a Senior Manager, AML within Risk Consulting Advisory Services, at KPMG Malta. She holds a Bachelors’ degree in Banking & Finance and Management from the University of Malta. Deborah has over ten years’ experience within the Financial Services sector and worked for over two years with the FIAU. She has worked extensively in the area of AML compliance – performing Compliance reviews, as well as assisting subject persons to establish appropriate AML/CFT internal structures. In 2014 and 2015, Deborah obtained certifications in Anti-Money Laundering, Sanction Compliance, Regulatory and Financial Crime Compliance in collaboration with the International Compliance Association. In 2017, she obtained an international golden standard specialisation with ACAMS® (of which she is an active member) as a recognised and Certified Anti-Money Laundering Specialist (CAMS®). Deborah is also a –Founding Member and Vice-Chair of the ACAMS® Malta Chapter. At KPMG, Deborah works extensively in the areas of Anti-Money Laundering Compliance. She has managed AML projects locally and assisted entities to comply with regulatory obligations specifically on AML/CFT. These projects include assisting with the drafting and/or review of policies and procedures, training, review of processes, GAP analysis, Customer Risk Assessments and Business Risk Assessments. Deborah also participates in delivering AML/CFT presentations in KPMG’s AML Roundtables and takes part in panel discussions.

A lawyer by profession, Manfred Galdes is a partner of Fenech Farrugia Fiott Legal and Chairman at ARQ. He has spent the last seventeen years practising in the area of regulatory and AML compliance, having held leading roles both in the private and public sector. He has been involved in the drafting of various laws in Malta and lectures on a number of related areas. Between 2008 and 2016, Manfred headed the FIAU, Malta’s financial intelligence unit and principal AML supervisory authority. During his tenure he dedicated himself to refining Malta’s and the EU’s capabilities in fighting financial crime, both through his efforts within the FIAU and through his involvement in several high-level international committees. Manfred leads a multi-disciplinary team at ARQ that advises major domestic banks, financial institutions and top-tier gaming companies, assisting them in ensuring compliance with a range of applicable laws.

Andrzej Gierasimiuk is currently part of Malta Individual Investor Programme Agency and manages the evaluation of programme applications through an in-depth due diligence process which is concluded by putting forward recommendations to the Government. Andrzej moved to MIIPA from Thomson Reuters, where he was EMEA Relationship Manager. In this role, he managed enhanced due diligence research projects, focusing on anti-money laundering, business intelligence, anti-corruption investigations, and reputational assessment.

Andrew is the Country Head of Financial Crime Threat Mitigation, HSBC Malta. This role involves identifying and mitigating the specific financial crime risks to the bank in Malta and transnationally through Investigations, Intelligence and Fraud Mitigation. Andrew Mackay enjoyed a 26-year career in the Royal Navy as an Intelligence Officer. His early sea-going deployments included the Caribbean for hurricane relief and counter-narcotics operations, and two global deployments to the Middle East and Far East for defence engagement and security assurance operations. He undertook a number of operational deployments in the Balkans (2003) in support of investigations into war criminal facilitation networks, Iraq (2004 and 2007) investigating Iraqi WMD sanctions evasions and terrorist networks, Afghanistan (2009) in counter-insurgency and counter-terrorism roles and Bahrain (2011) for maritime security operations, counter-narcotics, counter-piracy and counter-terrorism roles in the Gulf and Indian Ocean. Andrew has served in National and NATO headquarters in the UK and Naples, Italy and also spent 4 years as an intelligence liaison officer in Washington DC where his remit included geo-political analysis, counter-terrorism, technology and innovation design and acquisition, and specialising in Threat Finance (AML/CFT); all of which involved working closely with international intelligence and law enforcement agencies, academia, think-tanks, regulators and multi-national organisations. He is a Certified Anti-Money Laundering Specialist (CAMS®) and a former member of the Washington DC ACAMS® Chapter. Andrew holds a Bachelor’s degree in History from Queen Mary, University of London and a Master’s degree with Distinction in Intelligence and International Security from King’s College, London with a dissertation focused on the use of intelligence in AML/CFT.


Georgios Mallios

Georgios Mallios is a Compliance Officer at FIMBank. Originally from Greece, with a degree in Economic Science, Georgios moved to Poland in 2015. He has worked as a Fixed Income analyst at Thomson Reuters managing a portfolio of Swiss corporate and government securities issues. In 2017 Georgios joined PwC in Poland, where he first worked as an outsourced Transaction Monitoring Specialist for a major UK correspondent bank in a remediation look back project and then as a KYC Analyst in another remediation project for large retail German Bank. In 2018 Georgios moved to Malta, where he is currently working as a Senior Supervisor within the compliance department at FIMBank. Georgios has an interest in the fields of governance risk and compliance, financial crime prevention, the data analysis and risk assessment. Georgios is CAMS® certified and he is delighted to serve the ACAMS® Malta Chapter Board of Directors as a Secretary in an effort to stay closely engaged with the compliance and financial crime prevention community in Malta.

Daniela Zerafa is an Internal Audit Manager with HSBC Bank Malta plc, a listed bank with the Malta Stock Exchange and regulated by the European Central Bank. The Malta Internal audit team, is part of the HSBC global Internal Audit team which has given Daniela a broader understanding of Financial Crime risks and regulatory requirements. Daniela has been involved in the AML and CFT fields since 2013 and has obtained considerable knowledge and experience on compliance matters. She has attended numerous seminars/workshops on the subjects and has been responsible for the completion of a number of comprehensive audits covering various aspects of Financial Crime Compliance. During the various assignments, Daniela was also responsible to oversee and validate findings and their associated action plans. Daniela is a Certified Anti-Money Laundering Specialist (CAMS®) and is a member of the ACAMS® Malta Chapter Board.
