Phil Magathan
Phil is a BSA Compliance Specialist with the Division of Compliance & Consumer Protection, Office of Thrift Supervision (OTS), which is a bureau of the U.S. Department of the Treasury. He began his career with the OTS in 1989 and has also held the positions of Investigative Specialist and Compliance Examiner. Phil represents the OTS on the Federal Financial Institutions Examination Council’s BSA/AML Working Group and the Bank Secrecy Act Advisory Group. He has assisted in policy developments for effective examination of thrift institutions to ensure compliance with the BSA, and routinely provides analysis of adequacy of AML controls to both examiners and industry. Throughout Phil’s career with the OTS, he has assisted various Federal law enforcement agencies including the Department of Justice, Asset Forfeiture/Money Laundering Section, in the investigation of complex bank fraud and money laundering cases. Phil is also professionally accredited as a Certified Fraud Examiner and Federal Compliance Regulator.
Debra Novak, CAMS
Debra began her career with the Federal Deposit Insurance Corporation (FDIC) as a safety and soundness examiner in the Dallas Region. In 1990, she relocated to the Washington Office where she is currently the Chief of the FDIC’s Anti-Money Laundering Section. In this capacity, she assists with developing policy in the area of Bank Secrecy Act/USA PATRIOT Act, oversees the review of institutions with considerable BSA concerns, assists in the notification to the banking industry regarding the Office of Foreign Assets Control sanctions and compliance; and has assisted in the development of the FFIEC BSA/AML Examination Manual. Debra is a certified anti-money laundering specialist and certified fraud examiner.
