The Benelux Chapter was launched in June 6, 2011 by an Executive Board composed of professionals from the AML field active in the Netherlands, Belgium and Luxembourg. The aim of the Benelux chapter is to provide a cross-country platform for Compliance Experts in the Benelux countries to advance their professional knowledge, skills and share experience on detection and prevention of international money laundering and terrorism financing. In addition, the aim of the chapter is to: |
- Provide regional perspectives and input to regional and international standards for the detection and prevention of money laundering and terrorist financing,
- Provide networking platforms through which AML/CTF professionals collaborate with their peers throughout the Benelux,
- Foster interaction and enhance communication between the national AML/Compliance organizations (i.e. Nederlands Compliance Instituut (NCI), Vereniging van Compliance Officers, Association Luxembourgeoise des Compliance Officers and the Belgische Federatie van de financiele sector (Febelfin)).
The Chapter will be a resource for Financial Institutions and related businesses to identify specialists in the rapidly expanding anti-money laundering field by organizing meetings and events of local interest for members and non-members.

A group of interested AML/CTF professionals from the Netherlands got together on Thursday, September 22, 2011 for an ACAMS Benelux Netherlands brainstorm session on how to shape the future of the Dutch section of the Chapter. Hosted by Amsterdam Trade Bank, it was a productive session with many concrete ideas. The aim is to organise a first event before the end of the year, and preparations have started immediately for that. Stay tuned for more information and updates!

Working in the compliance solutions market since 2002, Antoine has a broad international experience servicing different institutions worldwide. Before joining Telovia, he was responsible at a major AML software provider for direct sales in Scandinavia and Baltics, and managed sales teams across Europe and the USA. Prior to that function, he started the US offices and lived in New York for two years, creating and maintaining relationships with global customers like ABN Amro and Wachovia. Another venture was management of the partner channels for Russia & CIS, Ukraine, Hungary, UK and the Southern African countries, where he was instrumental in achieving large deals with VTB in Russia, or the Sudan and Algeria central banks.
Antoine has a large international field experience, from Khartoum to Moscow, from Kiev to New York, where he followed up projects from the conceptual phase, to sales and up till conclusion.

Yevgeniya Balyasna- Hooghiemstra, CAMS

Amsterdam Trade Bank
Yevgeniya recently joined Amsterdam Trade Bank after 9 years at ABN AMRO Bank in the Netherlands, about 5 of which were in within the Global AML Group. Yevgeniya assisted in developing the Global AML policy, and was Product Manager of Transaction Filtering, FATF SR VII and Advisor on Sanctions compliance. For the past 1.5 years Yevgeniya was Senior Internal Auditor dealing with management of regulatory risks and compliance within the network. Prior to roles in Audit and Compliance Yevgeniya advised on execution of client due diligence for EMEA clients from the business side.
Yevgeniya is a Certified Anti-Money Laundering Specialist (CAMS) since 2007. She is also a current member of Dutch Association of Compliance Officers and holds ICA International Diploma in Compliance. Yevgeniya was an active member of FATF SR VII committee of Dutch Bankers Association. Yevgeniya is native speaker of Ukrainian and Russian and also speaks English and Dutch.

Renata Hoes

Schroders
Renata is Head of Compliance at Schroders in Luxembourg and has over 11 years of experience in building and leading compliance teams, devising compliance policies and procedures and defining business objectives whilst maintaining strict compliance with all legal and regulatory requirements. She is in charge of business compliance matters for the company which is an asset management firm providing central support to Schroders’ European mutual fund business.
Prior to this, she was Head of Compliance at Zurich Eurolife SA in Luxembourg from 2009 to 2011 and held various positions with Lombard International Assurance from 2000 to 2009 where she gained experience in investment compliance, the implementation of anti-money laundering procedures, international compliance and global market development.
Renata is a member of various compliance organizations including the Association of Certified Anti-Money Laundering Specialists (ACAMS), the Association of Luxembourg Compliance Officers (ALCO) and the Association of Risk Management Professionals in Luxembourg (PRiM).
She holds a Bachelor’s degree in Clinical Psychology from Bishops University in Canada and a Master’s degree in Business Administration (MBA) from Boston University Brussels.

Kabira Boulakchour

With 17 years of banking experience in Luxembourg and UK, Kabira is currently AML/Compliance Executive at Natixis Global Associates S.A. In this role, Kabira is in charge of preparing the AML procedures and policies on a risk-based approach for the company and its branches in Europe. Kabira conducts and reports on Fund Distributor equivalency assessment in Europe, Asia, MENA and US; develops an on-going transaction monitoring program and delivers AML training to all EU staff and third country distributors (Asia, MENA, Africa).
Before joining Natixis, Kabira spent many years in the Fund Industry working at Banque Pictet, Citibank, JPMorgan, Societe Generale (IFS) and Brown Brothers Harriman.
Kabira is also trilingual French/Arabic/English and is operationally competent in German.

Florence recently joined Deloitte Luxembourg as the Manager in charge of the client acceptance team in the Tax Practice. She previously worked for Brown Brothers Harriman in Luxembourg as an AML/KYC Analyst for their Transfer Agency business. Florence is actively involved in on-boarding investors and developing internal processes. Prior to that, she was working for Deloitte in the UK as a Senior Risk and Compliance Analyst, involved in on-boarding clients, developing risk processes and conducting internal reviews.

- He has over 14 years of experience in consulting and project management at Financial Services Institutions in Europe, Latin America and Australia, helping global retail and wholesale banks and insurance companies through large-scale transformations
- Antal has over 7 years experience in the field of Anti-Money Laundering and Counter-Terrorism Financing, having led global projects in the field of Know Your Customer, Customer Identification Programs and AML Risk Management and implementation. Antal has helped large Global and Australian banks with their AML compliance strategy, managing global KYC programs and correspondent banking compliance, helping to define and implement the necessary changes in a banking environment and assisting in the AML vendor selection process of Large Australian Bank.

Peter Van Crombrugge

Peter is a renowned expert in the areas of Crime Analysis, Investigation, AML, Sanctions, and Compliance. He has also an extensive background in data analytics and large-scale crime detection systems.
Today, he is one of the key driving forces behind the iDETECT technology. Peter's objective is to bring to the market a technology that has been lacking so far: a fully integrated enterprise platform to detect and analyse the most sophisticated criminal patterns.
His relation with AML goes back to his Law Enforcement years where he started investigating organised crime in 1985. In 2000, he joined Europol. Peter delivered expertise and liaised with various FIUs all over Europe. He has been the author of a variety of Intelligence reports about money laundering capabilities in criminal Organisations. He also introduced text mining and advanced analytics at Europol.

Stefan is Head of Compliance (Director) at The Royal Bank of Scotland Group for Belgium & Luxembourg.
For Belgium, Stefan is combining this role with a function as Country Lead Risk Officer (assuring proper functioning of the other Risk functions such as Credit, Operational, Market & Legal Risk).
Stefan has built up experience since 2005 in managing compliance teams and assuring compliance & AML programs first with the ABN AMRO Bank Group and since 2008 with The Royal Bank of Scotland both for Belgium and Luxembourg. This includes private banking, asset management, corporate and wholesale (and investment) banking business lines. Before joining the banking industry in 2002 as a Sr Legal Counsel, Stefan was a Certified Lawyer at the Brussels Bar, specialised in Financial and Commercial law matters working for an international active law firm. He obtained his Master's in Law at the (K.U.) University of Leuven (Belgium).

Simon Muir

Simon has obtained over 8 years of experience within the financial services industry. His compliance experience has been gained primarily from the UK where he worked within an array of functions for one of largest banking groups in the world, the Royal Bank of Scotland. These functions included: Operations, People Management, Financial Advisory and Compliance including Fraud Investigations.
After moving to Luxembourg in 2009 Simon explored the compliance industry from a Luxembourg perspective and subsequently by the end of 2010 obtained the Professional Certificate of Competency in the Field of Compliance issued by the Institut de Formation Bancaire Luxembourg (IFBL) in collaboration with the Association Luxembourgeoise des Compliance Officers (ALCO), of which he is an existing member. Simon continues to work firmly within the compliance arena, currently within the Insurance industry for Zurich Eurolife S.A, a subsidiary of one of the world’s leading insurance companies.

Jaap is an accomplished and active professional with over thirteen years of experience in the financial services industry. Having developed a strong working knowledge in the AML/CTF and Credit Risk Management domains, Jaap has extensive knowledge and proficiency in AML/CTF laws and regulations, regulatory inquiries and credit risk management practices and processes and is intrinsically focused on improving internal processes. Jaap has successfully led and executed a variety of projects and interim positions and has consulted for senior compliance and business professionals. Since 2008 he has directed his own company, VDM Global, active as independent AML/CTF Consultant and Project/Interim Manager for the financial services industry. Jaap holds a Master degree in Monetary Macro Economics from Tilburg University.
