Associate Director of Risk Internal Control Group, UBS International Inc., New York, she has 14 years of extensive experience in the financial services/investment banking industry on both international and domestic fronts with specialty in anti-money laundering/compliance sectors. Her experience includes developing training techniques in the financial advisors and business units primarily in the following regions: South America, Asia, Europe. Previously, she worked with top tier global investment banks/broker dealers in London, New York and Miami.

Lisa Arquette, CAMS
Associate Director, Anti-Money Laundering & Financial Crimes Branch, Division of Supervision & Consumer Protection, Federal Deposit Insurance Corporation (FDIC), Washington, D.C. She is responsible for the FDIC’s policy, guidance, and examination procedures related to BSA, AML, counter-financing of terrorism, Office of Foreign Assets Control (OFAC), bank fraud, cyber-fraud, and the background check program. She is also the Chairperson of the Federal Financial Institutions Examination Council’s (FFIEC) BSA/AML Working Group and represents the FDIC on the BSA Advisory Group, Terrorist Finance Working Group, and National Bank Fraud Working Group.

John H. Atkinson
Assistant Vice President, Supervision and Regulation Division, Federal Reserve Bank of Atlanta. He joined the Reserve Bank in 1978 and has worked in many different areas of the bank supervision and regulation function during his career. Currently he oversees the Reserve Bank’s AML and fraud examinations, investigations, training, and outreach. In addition, he directs the supervision of all aspects of international and domestic wealth management activities and coordinates all enforcement actions in the Sixth Federal Reserve District. He also served for two years as the Federal Reserve System’s associate product manager for Fedwire.

Alberto M. Avila, CAMS
Regional Compliance Officer for Latin America, ACE Overseas General, Mexico City, a group insurance segment of ACE, which provides a variety of insurance products and services. He is responsible for compliance with internal policies, applicable legislation and AML efforts for Mexico, Puerto Rico, Central America, Peru, Ecuador, Colombia, Brazil, Chile and Argentina. Previously, he was the compliance officer at Grupo BAL enterprises, where he specialized in compliance with Mexican, US and European money laundering legislation, interfacing with Mexican authorities on AML law and regulations, developing and revising compliance programs and establishing controls.

Samar Baasiri, CAMS
Head of the Anti-Money Laundering Unit, BankMed in Beirut, Lebanon, she is in charge of preparing the bank’s anti-money laundering policies and procedures on a risk-based approach. She also participated in building the AML risk matrix model now used in the bank and implemented anti-money laundering software for the AML unit for monitoring customers and internal accounts. Previously she was the head of operations division and trade finance at the United Bank of Lebanon, the customer relations manager at Bank Audi and is the former assistant head of operations & trade finance at HSBC, Canada.

John J. Byrne, CAMS – ACAMS Advisory Board Chair
Senior Vice President and AML Strategy Executive at Bank of America in Washington, D.C., he assists in the development of the bank’s anti-money laundering policies and dialogues with federal and state regulatory and enforcement agencies on money laundering issues, regulations and policies. For 17 years, he was the director of the Center for Regulatory Compliance of the American Bankers Association and the leading spokesman on money laundering issues, legislation and regulations of the U.S. banking industry.

Gregory J. Calpakis, CAMS
Executive Director, Association of Certified Anti-Money Laundering Specialists (ACAMS), Miami, he is responsible for the overall operations of the nearly 7,000 plus member association, with members ranging from over 100 countries. He has over 14 years experience in the financial services industry as a bank examiner with the Office of the Comptroller of the Currency (OCC), “Big Four” consultant manager and BSA/AML officer at an international bank. He has assisted financial institutions nationally with the development and implementation of their BSA/AML programs, and has conducted numerous trainings for all levels of personnel.

Fred J. Casissa
Vice President and AML Compliance Officer, First Republic Bank, San Francisco, he oversees the bank’s AML program, manages the compliance program and acts as the bank’s privacy officer. Previously, he was the vice president/director of internal audit and compliance at Redwood Empire Bancorp where he managed the company's internal audit department. As an examiner for the Office of Thrift Supervision for the Department of Treasury, he participated in examinations of institutions, their mortgage banking subsidiaries, and savings and loan holding companies and also managed and trained examiners.

David B. Chenkin, CAMS
Partner, law firm Zeichner Ellman & Krause LLP, New York, he represents financial institutions in civil, criminal, regulatory and compliance matters. As head of the firm's anti-money laundering and Bank Secrecy Act compliance groups, he represents institutions under investigation by Congress, federal, state and local prosecutors, and banking regulators. He also handles confidential internal investigations for clients facing potential civil, criminal and regulatory problems.

David T. Clark, CAMS
Senior Global AML Advisory & Analysis Officer for Client Acceptance & Anti-Money Laundering, ABN AMRO, London. Previously, he was the AML Regional Education Officer for the 27 countries in the EMEA region and Group Compliance Global COO Training & Education Team, where he was responsible for the co-ordination and development of the bank wide Transaction Surveillance Training initiative. Before joining the private sector, he pursued a law enforcement career in which he investigated international money laundering cases for Her Majesty’s Customs & Excise in conjunction with other countries’ law enforcement agencies.

Stuart Davis, CAMS
Vice President, Global AML Programs and Product Support, Payment Services, Western Union Financial Services, Inc., Denver, Colorado, a leading global provider of money transfer and money order services. He leads company efforts with domestic and global AML program activities including policy and procedure oversight, training programs, risk assessment, commercial services and product support. In his roles of commercial services and product support, he provides oversight and conducts AML requirements analysis of new products and commercial customer due diligence.

Lisa Kim Estrada, CAMS – ACAMS Advisory Board Member
Chief Compliance Officer, I-Trade FX, LLC, Lake Mary, Florida, she assists in compliance matters related to the futures and commodities market. Prior, she created and implemented day-to-day administrative compliance issues in anti-fraud, anti-money laundering, and privacy policies and procedures for several product providers under one holding company. Previously, she served as the separate accounts compliance officer overseeing Rule 38a-1 compliance under the 1940 Investment Company Act for a product provider and worked closely with fund complexes and broker/dealers in the securities industry.

Al Gillum, CAMS – ACAMS Annual Conference Task Force Co-Chair
Retired Postal Inspector, United States Postal System, New York, he initiated the development of an automated tracking system to detect the use of postal money orders in laundering activities. As an AML liaison officer, he worked with federal agencies such as the DEA, FBI, IRS and U.S. Department of Justice to coordinate money laundering investigations and develop national AML strategies. Currently, he assists the Postal Service’s BSA Compliance Officer as an AML consultant and systems analyst.

Ed Goings
Director, Forensic Technology Services (FTS) for KPMG, Chicago, Illinois, he develops and manages electronic investigations through digital evidence recovery and forensic data analysis. He oversees and conducts forensic examination of computer systems for the collection, preservation and admissibility of electronic evidence. He led the development and deployment of KPMG’s anti-money laundering system for both correspondent and retail banking. He has thirteen years of active duty military service during which time he served as a federal agent as a computer crime investigator with the US Air Force Office of Special Investigations and conducted hundreds of computer forensic examinations on electronic stored data.

Hank Grant, CAMS
Owner and Partner, SightSpan, Mooresville, North Carolina, a consultant firm that navigates through complex business process evaluations and improvement programs as well as vendor analysis and implementation. Previously, he was senior vice president and senior manager of corporate risk management for Bank of America and was responsible for the bank’s OFAC program and coordination of the AML/Risk programs for Bank of America. He designed an AML client risk program for Bank of America that is currently in the patent pending process. He was also named ACAMS 2006 “AML Professional of the Year” and is also Six Sigma Greenbelt certified.

Lisa Grigg
Senior Vice President, AML Executive, Bank of America, Charlotte, North Carolina, she is in charge of the Investigations and Economics Sanctions Team. This team is responsible for investigating money laundering and or terrorist financing matters for the corporation. Previously, Grigg worked at Wachovia Corporation, and had corporate-wide responsibilities for monitoring and investigating suspicious activity for money laundering and terrorist financing. She has served as a Special Agent with the U.S. Secret Service where she had both protective and investigative duties.

Cherie Hamblin, CAMS
Vice President and Chief Compliance Officer, iKobo, Atlanta,Georgia, a company that markets branded prepaid money transfer solutions. She manages risk and compliance related to domestic and international financial regulations, as well as with payment network rules and bylaws. Previously, she was a key member of the management team of Clarity Payment Solutions, Inc, a leader in prepaid payments processing that was acquired by Total Systems (TSYS), as well as Compliance Officer for the successor company, TSYS Prepaid.

Fred Heard, CAMS
Senior Accountant, Financial Reporting Authority, Cayman Islands, he has over 30 years of experience as an accountant and auditor in public practice, with an international financial institution and with provincial and national governments. Before joining the financial intelligence unit of the Cayman Islands in 2004, he served as principal auditor, information systems with the Office of the Auditor General of the Cayman Islands. He currently serves on the Egmont Group’s Information Technology Working Group promoting the sharing of information and technology among financial intelligence units.

Kimberly G. Hebb, CAMS
Bank Secrecy Act/Anti-Money Laundering Compliance Specialist, Compliance Policy Department, Office of the Comptroller of the Currency (OCC), Washington, D.C. At the OCC, she supports the development of Bank Secrecy Act and anti-money laundering policy, guidance and examination procedures. She is the lead OCC instructor for BSA/AML training and also provides training at the Federal Financial Institutions Examination Council (FFIEC) and is a commissioned National Bank Examiner (NBE). She began her OCC career in 1998 as a consumer compliance specialist in the Midsize/Community Bank Supervision Department in Cleveland, Ohio.

Charles A. Intriago
Founder of Money Laundering Alert, in 1989, and moneylaundering.com and lavadodinero.com, leading authorities on money laundering and terrorist financing. Earlier he served in Miami as a U.S. federal prosecutor specializing in corruption cases, as special counsel on organized crime to Governor Reubin Askew of Florida, and in Washington, as chief counsel to a U.S. House subcommittee that oversaw the operations of all U.S. agencies now involved in the money laundering control effort.

Richard Kinville
Director, Corporate Compliance, Anti-Money Laundering Unit, Prudential, New Jersey. He is responsible for overseeing the AML transaction surveillance and enhanced due diligence process, drafting AML policies and procedures, conducting oversight of third-party AML relationships, and developing the AML training and technology resources for the company. He was a founding member of the Special Investigations Unit for New York Central Mutual Fire Insurance Company from August 1994 through January 1999. He also served as an investigator for AXA Financial’s Internal Audit Department from January 1999 through August 2003, and was a founding member of AXA Financial’s Anti-Money Laundering Office.

Barry Koch, CAMS – ACAMS Advisory Board Member
Global Head of Anti-Money Laundering, American Express Company, New York, he manages the corporate AML and sanctions programs and oversees the compliance programs for its foreign exchange and travelers cheques businesses. He is a member of the U.S. Treasury Department’s Bank Secrecy Act Advisory Group. Previously, he was a senior vice president of risk management and investigations at Charles Schwab & Co.

Samantha Leventhal, CAMS
Lead Director, Global Monetary and Financial Control Group, Merrill Lynch, New York. She is responsible for developing and implementing the company’s global anti-money laundering program and ensuring compliance with US AML rules and regulations as well as the AML regulations of those countries in which Merrill Lynch does business. Prior she was an associate at Stillman & Friedman where she represented both individuals and corporations in federal and state investigations of matters ranging from money laundering and embezzlement to bid rigging and tax evasion.

Brian Mannion
Lead Counsel, Nationwide Mutual Insurance Company, Columbus, Ohio, he has been with Nationwide for eight years and practices in the areas of insurance, securities, privacy, and AML. For six years, he has been the primary lawyer responsible for implementing the Bank Secrecy Act for Nationwide, including its broker/dealers, bank, mutual funds, and life insurance companies. Prior to Nationwide, he was assistant vice president of a regional bank where he served as the BSA Officer and deposit compliance manager, focusing on creating policies and procedures to comply with regulations.

Larry Masci, CAMS
Investigator, Ontario Securities Commission, Toronto, Canada, he has worked for the last 18 years in the Enforcement Branch of the OSC, where he has investigated numerous securities related fraud cases involving multiple jurisdictions. He gives presentations to the Ontario Provincial Police Anti-Rackets Branch regarding money laundering in the securities industry. This branch is second to the Combined Forces Special Enforcement Unit which investigates organized crime in the securities industry. He is also a Certified Fraud Examiner.

Michael R. McDonald, CAMS – MSB Task Force Chair
Principal, Michael McDonald and Associates, Miami, a consulting firm specializing in anti-money laundering issues and independent examinations of the AML controls of banks and money transmitters and the operations of government agencies. For 28 years, he was a special agent of the U.S. IRS Criminal Investigation Division, where he was a pioneer of the U.S. money laundering control effort helping to found the legendary Operation Greenback in South Florida in 1979.

Deborah Meng, CAMS
First Vice President and Anti-Money Laundering Compliance Officer, United Commercial Bank (UCB), San Francisco. She oversees all AML and Office of Foreign Assets Control (OFAC) compliance programs including domestic offices and international offices in Hong Kong, Taiwan, China, and Cayman Islands, and non-bank subsidiaries that offer investment and asset management services. Prior to joining UCB, Deborah was a commissioned senior compliance examiner at the Federal Deposit Insurance Corporation (FDIC), where she spent 11 years in regulatory examination, policy development, and training.

Gary Murray, CAMS
Director, New York High Intensity Financial Crimes and Money Laundering Area (HIFCA), U.S. Immigration and Customs Enforcement, New York, he is responsible for a staff of 36 representing 14 law enforcement and regulatory agencies. He also spent 17 years as the assistant director Office of Intelligence New York where his responsibilities included narcotics and money laundering. His international assignments have included a four year assignment in Bermuda followed with training details to Lyon, France (Interpol), Kuala Lumpur, Malaysia and Bangkok, Thailand.

 

Jeffrey Pratt
Senior Advisor, Office of Compliance, Financial Crimes Enforcement Network (FinCEN). The Office works to better ensure industry compliance with the Bank Secrecy Act through supporting, overseeing, and working in partnership with the agencies and organizations that examine for Bank Secrecy Act compliance. The Office also tracks the performance of financial institutions experiencing significant Bank Secrecy Act compliance deficiencies. He works to manage these efforts and to educate financial institutions, as well as regulatory and law enforcement partners on these matters. Previously, he was Senior Advisor in the Office of Regulatory Policy at FinCEN. He has been with FinCEN for six years and has spoken extensively on these issues to audiences throughout the U.S. and abroad.

Valerie Regnault, CAMS
Anti-Money Laundering and OFAC Director, Societe Generale, New York, a French bank whose primary line of business being corporate and investment banking. At the company, she designed and implemented an efficient AML and OFAC compliance program. She has expertise in implementing enhanced due diligence processes and activity monitoring systems in various business areas such as correspondent banking, retail banking, private banking, and broker dealer. Prior, she worked at Republic National Bank of New York, Barclays Bank and then HSBC Bank USA.

James R. Richards, CAMS – ACAMS Advisory Board Member
Bank Secrecy Act and Anti-Money Laundering Officer, Wells Fargo, San Francisco, he is a widely respected and innovative AML officer who helped create the concept of financial intelligence units within financial institutions to coordinate a company-wide approach to the prevention of money laundering and financial crime. He is a former Canadian prosecutor and served as anti-money laundering operations executive at Bank of America in Boston and FleetBoston Financial Group. He authored a book on transnational and organized crime and money laundering.

Anthony L. Rodriguez, CAMS
Chief Global Compliance Officer, Continental Exchange Solutions, Inc. DBA RIA Financial Services, Cerritos, California, the third largest global money transfer company with a global network of over 41,000 agents offering consumer money transfer services in more than 95 countries and territories. He directs RIA’s global AML compliance program, including training for the company’s independent agents. Previously, he was chief compliance officer of Pronto Envíos, a money transmitter, and vice president of compliance at JPMorgan Chase, both in New York.

Nancy Saur, CAMS – ACAMS Advisory Board Member
Compliance Officer, Bodden Compliance Services (Bcomp), Cayman Islands, a compliance and AML services provider. She focuses on providing effective risk management tools, techniques and support to regulated financial services providers. She founded the Cayman Islands Compliance Association (CICA), is an Executive Board member and managed the creation of a standardized AML training program, coordinating the scripting and testing of this PC-based training system for its members.

Matt Schriner
Managing Director, Technology Risk Management Services Group of RSM McGladrey, Austin Texas, he leads consumer compliance and AML consulting. He has more than 17 years of . experience in assessing and managing financial institutions’ risks. Previously, he was employed as an examiner with the Federal Reserve Bank of Minneapolis where he was involved in over 100 bank examinations. He also held compliance officer positions at two large bank holding companies where he assisted in the development and monitoring of regulatory compliance performance.

Tim Schultz, CAMS
Special Agent, Enforcement Division, Nevada Gaming Control Board, Las Vegas, he has been employed with the Board since 1990. He began as an auditor for the Audit Division, and in 1995 he joined the Enforcement Division. During his 17 years of service to the Board, he has conducted numerous criminal, financial, and regulatory investigations. Prior to joining the Board, Schultz was an agent for the United States Internal Revenue Service, a corporate internal auditor, and an independent accountant in private practice.

Jeffrey Sklar, CAMS – ACAMS Annual Conference Task Force Co-Chair & NY Chapter Chair
Partner in Sklar, Heyman & Co LLP CPA’s and Managing Director SHC Consulting Group, New York, an independent consulting firm that works with financial Institutions to develop, implement and review AML and Compliance Programs. He has provided employee training, performed independent audits and transactional lookbacks for Money Services Businesses (MSBs), insurance companies, broker-dealers and casinos. He is also a Certified Public Accountant and Certified Fraud Specialist.

Elizabeth Slim, CAMS
First Vice President and Bank Secrecy Act Officer, Community Bank, Covina, California, she has over 20 years of experience in the financial services industry. At the bank she developed a centralized BSA function and established enhanced and refined procedures for the bank’s BSA program. She is also responsible for monitoring training for bank personnel in addition to providing monthly reports to the bank’s Audit Committee where she presents SARs filed by the bank and addresses other BSA related issues.

Richard A. Small – ACAMS Advisory Board Member
Global Anti-Money Laundering Leader, GE Money, Stamford, Connecticut, and one of the leading world experts on money laundering issues, he previously served as the managing director of global anti-money laundering at Citigroup, overseeing and helping to develop global AML policies and procedures. He joined the Federal Reserve System as special counsel in 1989, with responsibility for all Bank Secrecy Act and money laundering matters, conducting investigations of complex financial transactions, suspicious activities and related enforcement actions.

Daniel D. Soto, CAMS – ACAMS Advisory Board Member
Chief Compliance Officer, RBC Centura, Raleigh, North Carolina, he plays a key role and supervises all AML policies and procedures. Previously, he oversaw Bank of America’s anti-money laundering and Office of Foreign Assets Control global compliance and was a bank examiner with the U.S. Federal Deposit Insurance Corporation and the U.S. Federal Reserve System. He helped develop the Federal Reserve's anti-money laundering examination policies. He is recognized as an expert in the international money laundering compliance field and served as Chairman of the Association of Certified Anti-Money Laundering Specialists for four years.

David Tilzer
Bank Secrecy Act and Anti-Money Laundering Program Manager, Internal Revenue Service, New York, he has been with the IRS for thirty-four years. His responsibilities include overseeing the assignment and work performances of IRS agents conducting compliance examinations on Non-Bank Financial Institutions (NBFI) and Money Services Businesses (MSB). Recently he has been involved with the implementation of the AML Program requirements for the insurance and jewelry industries. Also, he has assisted the El Dorado Task Force with the coordination of both the Colombian and Dominican GTOs, and other assignments.

John F. Walsh
Founding Partner and Chief Executive Officer, SightSpan, Mooresville, North Carolina. Prior to forming SightSpan, he was the Wachovia CIB data czar, where he managed data gathering and information sharing initiatives across the investment banks platform. Previous to Wachovia, he was the senior vice president of AML technology at Bank of America, engaged with AML strategy across the enterprise. He has also held leadership positions at Merrill Lynch in debt trading and E-Commerce technology and worked on a number of high profile initiatives at multiple banks, broker dealers and exchanges.
