South Africa welcomes you to a new ACAMS Chapter. Launched in November 2010 with an Executive Board comprising of experts within the AML industry, the mission of the ACAMS South Africa Chapter is to support the International ACAMS mission, advance the knowledge of local AML/CFT specialists, and provide a vehicle through which all local members can network and improve the level of AML/CFT understanding and effectiveness. The year 2011 will see the hosting of learnership and networking events with speakers from the private sector, supervisory and regulatory agencies and law enforcement. Our goal is to improve the lines of communication within this rapidly expanding anti-money laundering field - not only in South Africa but our neighbouring states. Membership to this association will be imperative to any individual hoping to advance their career prospects and growth. Membership is cost effective and easy....so don't hesitate - Participate!

Roy Melnick, CAMS
Co-Chair
Roy’s career was initially in Law Enforcement as a Senior Manager in the Commercial branch of the South African Police Service investigating specialised Financial Crime Investigations. He was seconded to the Nel Commission of Inquiry which was tasked by the President of the country to investigate the largest financial fraud in the country’s history at the time and also assigned to the Office for Serious Economic Offences – a specialist unit consisting of specialist prosecutors and investigators, established to investigate high-profile white collared crime and prosecute offenders.
Roy joined Absa - a banking services group and member of Barclays Group during 1996 as the Head of Group Investigations. He later held the portfolios of Head of Strategic Forensic Initiatives, responsible for new financial crime initiatives and Head of Pro-Active Forensic Solutions responsible for financial crime systems and pro-active detection measures. In 2003 Roy was appointed as Group Money Laundering Control Officer responsible for money laundering, terrorist financing and later sanctions risk management. This included ensuring compliance with AML/CFT regulatory requirements.
In 2008, Roy formed his own company Financial Crime Risk Management Consultants which specialises in financial crime, anti-money laundering and sanctions risk Management. Some of his key clients include Absa, PWC and the University of Pretoria. He is a Certified Anti-Money Laundering Specialist and previously served on the Board of EXP Consulting – a specialist consulting company.
Roy joined PWC in October 2010 as an Associate Director in the Risk Advisory Services division with the objective of establishing an AML, Terrorist Financing and Sanctions risk management practice.
Roy holds a diploma in Police Administration (Criminal Law, Criminal procedure, and Statutory law), and is currently studying towards a Bachelor of Commerce specialising in risk management.

Kevin West
Co-Chair
Kevin is a partner at KPMG South Africa in the Forensic Group, heading up the Anti-Money Laundering and Anti-Bribery and Corruption Service Lines. Kevin holds a BCOM (Hons) degress, Advanced Diploma in Labour Law and a Certificate in Money Laundering Control. Kevin is also a Certified Fraud Examiner (CFE) having served on the local chapter board until this year. He is also a board member of the Institute for Commercial Forensic Practitioners.
Kevin has both local and international experience in the AML field, having performed AML work in South Africa, Angola, Mozambique, Botswana, Tanzania, Kenya, Uganda, UK, US, UAE, Russia and Pakistan.
His knowledge base includes conducting AML Legislative Gap Analyses; compiling AML Compliance Procedures, Processes and Internal Rules; implementing AML Tactical Solutions and Sanction requirements and AML training; liaising with the Banking System Vendors regarding upgrading of banking systems to accommodate AML and Sanction requirements; implementing a tactical Customer and Paying Screening solutions; conducting AML Risk Assessments of the Customer databases; providing Business as Usual assistance to bank Financial Crime Units in respect of Customer and Payment screening; conducting a batch customer screening procedures for both Sanctions and PEP’s; conducting KYC review and remediation procedures; and conducted AML and sanctions training.
Kevin’s international bank experience involves working with a bank in Uganda implementing a tactical Customer and Payment Screening solution and procedures. He conducted a Risk-Based Approach Gap Analysis in Commercial and Retail banking, as well as compiled a Risk-Based Approach Framework and Correspondent Bank Policy for a Commercial and Retail bank in the Emerging Market and Western Europe. Kevin has presented Risk Based Approach training to Compliance Officers, conducted customer screening for a bank in Russia, assisted in the co-ordination of a Sanctions Training Project for a major international bank, and conducted correspondent banking due-diligence for a bank in Russia.
Kevin has also consulted for the United Nations Development Programme – Somalia in respect of Somali Remittance Companies, provided AML training to a number of Somali Remittance Companies and compiled AML policies and procedures of a major Somali Remittance Company. He also authored a chapter in a World Bank publication on the challenges faced by Somali Remittance Companies in achieving AML compliance.

Johann Stander
Treasurer
Johann is an Associate Director and Forensic Accountant in the Forensic division of KPMG. He is a qualified Chartered Accountant CA (SA) with extensive experience in the Forensic Field.
Johann is actively involved with KPMG's Anti-Money Laundering service line. Johann also manages and conducts Regulatory Inspections, Fraud and Corruption investigations both in the private and public sector. He regularly assists with the Commercial Branch of the South Africa Police Service (SAPS), the Hawks formerly know as the Directorate of Special Operations (DSO "Scorpions") and the Asset Forfeiture Unit (AFU) with various Forensic Accounting and investigative services.

George Pearson, CAMS, CCP
Programming Director
George is an Associate Director in the Deloitte Risk Advisory division. George holds a B.Proc and LLB degree as well as Post Graduate Diplomas in Advanced Banking, Criminal Justice and Forensic Auditing, Corporate Governance, Compliance Management, Interpretation of Statutes and Money Laundering Control. George is also CAMS certified and a Certified Compliance Professional.
As an Anti-Money Laundering (AML) specialist in the Forensics competency, George has responsibility for leading a team of professionals in supporting clients of Deloitte in Africa to ensure their business environments have been appropriately reviewed for risks associated with Money Laundering and Terror Financing. The team advises on the creation and implementation of suitably sufficient programs to manage and contain these risks, along with risks such as those posed by fraud and corruption. Ongoing support is provided to include the program in an Enterprise Wide Risk Management and Ethics Framework, to train affected employees as well as providing support to the internal and external audit functions to fully understand and measure the success of the program and suggest corrective action where required.
Previously, George was Director, Consumer Protection, Compliance and Ethics: Middle East, Africa, Pakistan and Afghanistan at Western Union Financial Services. In this position he was responsible for supporting Western Union, its affiliates and Agents’ efforts in complying with Anti-Money Laundering laws as they apply to Money Services Business in a region comprising 35 countries in Southern and Eastern Africa, ECOWAS, Middle East, Pakistan and Afghanistan.
George began his career at Nedbank, a division of Nedcor Bank Ltd South Africa and held various positions within the organisation before he joined the Nedcor Forensic and Protection Services Department where he graduated to becoming Manager: Money Laundering Control. From Nedbank, George moved to Money Gram International Limited as the Regional Compliance Officer where he managed AML compliance and anti fraud in 48 countries across Africa and the Middle East.

Christopher Malan
Co-Membership Director
Christopher is currently Head of Compliance and Prevention in the Financial Intelligence Centre (Centre). In 2004 he transferred to the Centre from the National Treasury where he was the Chief Director of Financial Regulation, responsible for advising the then Minister of Finance, the Honourable Dr TA Manuel, on financial sector policy and the regulation of the financial system.
Whilst at the Treasury was also responsible for consolidating the policy framework for the Centre and the passage of the FIC Act through Parliament. Thereafter was responsible for advising the Minister of Finance on issues of the implementation and the establishment of the Centre.
Christopher Malan is a former member of the Standing Committee for the Revision of the Banks Act, 1990 and the Policy Board for Financial Services and Regulation, and is a current member of the E-Commerce Advisory Committee. He also participated as the financial sector expert in the FATF Mutual Evaluation Assessment of Australia in 2005. Christopher holds a BA, LLB, LLM, PGDip.Tax (UCT), and a PGDip Econ. Prin. (London).

Chris Steyn, CAMS
Communications Director
Chris is the Head of Financial Crime Risk (FCR) and Country Money Laundering Prevention Officer (CMLPO) for Standard Chartered Bank, South Africa. Standard Chartered Bank is an International bank with a major footprint in Africa, Middle East and Asia.
He joined the bank in 2007 and is responsible for Anti-Money Laundering Control and Financial Crime Risk Compliance. He has experience in local Law Enforcement, risk Management and Investigations in the Bank Card Manufacturing, Forensic Investigations and Short term Insurance with 21 years in the Risk Management field.
Chris is a member of the local and international Chapters of the Association of Certified Fraud Examiners (ACFE), has a national diploma in Police administration and is currently completing his BCOM Degree with specialization in Risk Management and a post graduate diploma in Compliance Management. He has been a certified Anti-Money Laundering specialist (CAMS) since 2008. He represents his organization in various Inter-bank and Regulatory forums related to AML and fraud within South Africa. He is well travelled in Africa where he has assisted his counterparts in various AML, Sanctions Compliance and Fraud Risk Assessments.

Themba Ngobese
Legal
Mr. Ngobese joined Peermont Global (Pty) Limited in October 2002. He is responsible for ensuring compliance of the Group with gambling legislation as well as other applicable legislation. He is also responsible for the provision of legal services to Group operations including the drafting and vetting of operational agreements, rendering of legal advice, company secretarial services and liaison with external legal advisors. He held senior positions at the Gauteng Gambling Regulatory Authority in the Gauteng Province and the National Gambling Regulatory Authority of South Africa, respectively. He has over 13 years experience in the gambling industry which he gained both as a gambling regulator and casino operator. He holds a B. Proc and Bachelor of Laws degrees both from the University of the Witwatersrand as well as a Certificate in Legal Practice from the University of South Africa. Mr Ngobese is an admitted Attorney of the High Court of South Africa. He also serves on the Board of the National Responsible Gambling Programme.
