The mission of the Antigua & Barbuda Chapter is to uphold the stability, transparency and efficiency of financial and non-financial institutions by enhancing local AML/CFT knowledge and expertise, as well as providing a professional forum for effective exchange of dialogue in pursuit of strengthening our jurisdiction and the Caribbean region in the fight against money laundering and terrorist financing.

Kem Warner has been working in the financial services sector for over fourteen years. He has worked with several financial institutions both in Antigua and Grenada and has held several executive positions to include, Operations Manager, Trust Manager, Private Banking and Business Development Manager and Compliance Officer and Coordinator.
Kem is a professional member of several organizations to include the Association of Certified Anti-Money Laundering Specialists (ACAMS) and the Association of Certified Fraud Examiners (ACFE). He is also a member of the Society for Trust and Estate Practitioners (STEP) and an Advisory Board member for Allied Compliance Consultants (ACC) in Dubai.
He is also a lecturer and head of the Banking and Finance Department at the Antigua and Barbuda International Institute of Technology (ABIIT) and a tutor for the Eastern Caribbean Central Bank (ECCB) Savings and Investment program and the Antigua & Barbuda Investment Authority (ABIA). He is also a Certified CAMS Instructor for the Association of Certified Anti-Money Laundering Specialists (ACAMS).
He is a graduate of the Princess Margaret School and the Antigua State College Advanced Level Department. He received further tertiary education from St. Georges University, the Institute of Canadian Bankers and the Society for Trust Estate Practitioners.
Kem is a certified banker and holds a FICB designation and an International Certificate in Trust Management (STEP). He is also a Certified Fraud Examiner (CFE) and a Certified Anti-Money Laundering Specialist (CAMS).
He is the owner and Managing Director for KAW Management Services Ltd, specializing in Anti Money Laundering, Anti Fraud, Risk Management and Operations Management Consultancy.

Andrea Gittens-Lewis, CAMS

Andrea has been with Royal Bank of Canada since 1993 and is presently attached to the Personal Financial Services Department. As the first point of contact to client relationship with the bank, Andrea’s role is pivotal to the scrutinizing of information received from the varying client types that seek to enter into relationship with the institution. Some of her key functions include supporting her team in the maintenance of privacy, KYC and Money Laundering requirements. She maintains a high level of Client Due Diligence in her day to day performance.
Andrea received her CAMS certification in 2011 and is presently on the Executive Board of the newly formed Antigua Chapter of the Association of Certified Anti-Money Laundering Specialists.

Desiree Burton, CAMS

Financial Services Regulatory Commissions
Ms. Desirée Burton is a Senior Financial Examiner at Financial Services Regulatory Commission (FSRC). Prior to her joining FSRC, Ms. Burton worked within the Government of Antigua and Barbuda for over sixteen (16) years where she was assigned to the Ministry of Finance as Principal Assistant Secretary.
As a senior financial examiner at the FSRC, Ms Burton’s main responsibilities are analysing and monitoring licensees and applicants during offsite and onsite examinations in the International Banking Corporations and Other Non-banking Financial Institutions Department, and assessing each risk-based programme in relation to compliance with the statutory requirements.
Ms. Burton acquired a Bachelor of Science (Hons) in Political Science (pre-law option) with a minor in Business Administration from University of Texas at Arlington (UTA). She is enrolled in a Masters of Science degree at University of London in Finance and Financial Law programme. Ms. Burton is a member of both professional bodies: Association of Certified Anti-money Laundering Specialists (ACAMS) and Association of Certified Fraud Examiners (ACFE).

Shaná Donovan, CAMS

Financial Services Regulatory Commission
Ms. Donovan is currently the research and policy officer for the Division of Gaming at the Financial Services Regulatory Commission. Born and raised in the UK, Ms. Donovan holds a BA Honors degree in Linguistics and a Master’s degree (LLM) in International Law from the school of law at the University of Westminster, London.
In her current role of five years, Ms. Donovan’s duties include ensuring that gaming operators are in compliance with jurisdictional AML/CFT laws and regulations, reviewing and monitoring national legislation to ensure consistency with international standards of best practice, as well as keeping the department and licensees abreast of latest international developments in the AML/CFT field.
In 2008, Ms. Donovan, co-authored an article entitled ‘Leading the Way in Anti-Money Laundering for Remote Gaming’, which was published in the September edition of ACAMs Today quarterly magazine, and has on a number of occasions actively participated in the ACAMS Editorial Task Force meetings.
Ms. Donovan was once a member of the jurisdiction’s Caribbean Financial Action Task Force (CFATF) committee, and has been a certified Anti-Money Laundering Specialist since October 2008.

Keitha Mannix, CAMS

Keitha is currently the Compliance Officer at PKB Privatbank Ltd, whose main focus is Private Banking and Wealth Management, operating within the offshore sector of Antigua & Barbuda.
Upon graduating from the Antigua State College two year A’ Levels program in 1995, Keitha joined the newly established team of Private Bankers at PKB Privatbank Ltd as a receptionist/secretary. Gradually through her diligence and commitment she was assigned the responsibility of the banks:
- Client formalities department: maintaining customers’ dossiers ensuring compliance with both local and international legislation;
- Credit Department: valuating clients’ assets in preparation of issuing credit facilities such as guarantees, fixed term advance, loans and credit assignments.
- Treasury Department: placement of fixed deposits, 48hr call deposits, and foreign exchange transactions such as forward contracts, currency swaps and spots all on behalf of clients.
In 2004 Keitha was promoted and became an authorized officer of the bank; she’s been the beneficiary of several on the job training cycles, one of which included a six (6) week stage in Switzerland at the head office of the PKB group. In 2010 she was promoted to Assistant Compliance Officer; March 2011 promoted to Compliance Officer and in August 2011 successfully gained the designation of Certified Anti-Money Laundering Specialist – CAMS.
As of January 1, 2012 Keitha became an Assistant Vice President of the bank. She continues to focus on AML/CFT within the ambit of Private Banking and Wealth Management.

Safiya Roberts LLB (Hons), LEC, CAMS

In 2005, Safiya was the recipient of the Antigua and Barbuda National Scholarship (Island Scholarship), for her performance on the CAPE examinations. She later attended the University of Nottingham, Nottingham, United Kingdom where she obtained a 2:1 Law Degree receiving a LLB (Hons) in 2008.
Safiya also attended BPP Law School in London where she successfully completed the Bar Vocational Course and was admitted to the Bar of England and Wales in 2009. She received her Legal Education Certificate (LEC) having completed the six month conversion course in the Norman Manley Law School in Jamaica. Safiya was called to the Bar of Antigua & Barbuda and the Bar of Jamaica in 2010. While at the Norman Manley Law School, she completed a Mediator Training Programme and is a Certified Mediator by the Dispute Resolution Foundation in Jamaica.
Safiya now practices as an attorney at law at Roberts and Co, attorneys at law and her main practice areas include Intellectual Property, Entertainment Law, Commercial Law and Human Rights Law.
Safiya Roberts is passionate about promoting human rights throughout the region, her enthusiasm having been sparked by her involvement in the Amnesty Student Group at BPP Law School in London and working as a volunteer at Jamaicans for Justice (a human rights NGO) while at the Norman Manley Law School.
Safiya was successful in the Certified Anti-Money Laundering Specialist (CAMS) examination held in Antigua in August 2011 and is presently the Compliance Officer for CMT Corporate Service Ltd., a corporate service provider in Antigua.

Cathy-Ann James

Mrs. Cathy-Ann James is the Acting Chief Financial Officer of Universal Services Ltd. Prior to this position, she was the Manager for Risk, Fraud and Compliance with over eight years experience in this field. With her current position she maintains responsibility for Anti-Money Laundering (AML), anti-fraud, risk management and compliance.
Cathy-Ann has been directly involved in the drafting of AML and anti-fraud policies and procedures in her organization as well as the training of staff in these areas. Her goal is to equip relevant staff with the knowledge and skills needed to effectively combat fraud, money laundering and terrorist financing.
Over the years Cathy-Ann has been actively involved in and served on the executive of social groups and committees. Her involvement has led her to take on different leadership roles and her experience has offered her the opportunity to work closely with various executives and professionals. She has been exposed to numerous seminars and workshops covering AML/CTF, risk management, anti-fraud and compliance and continues to keep herself up-to-date with developments in these areas.
Cathy-Ann is a member of the Association of Certified Anti-Money Laundering Specialists (ACAMS), an Associate Member of the Association of Certified Fraud Examiners (ACFE), and a student member of the Association of Certified Charted Accounts (ACCA). She is currently pursuing her MBA in Accounting and Finance at the University of Liverpool and ACCA studies.

Joycelyn Martin, BSc, CAMS

Financial Services Regulatory Commissions
Joycelyn Martin is a Junior Examiner seconded to the Financial Services Regulatory Commission (FSRC) and is responsible for the examination and monitoring of registered Co-operatives Societies in Antigua and Barbuda.
Prior to the secondment at FSRC, Joycelyn worked as the Training and Education Officer in the Department of Co-operatives and was responsible for ensuring that all elected Co-operatives Officials were trained according to their roles and responsibilities.
Joycelyn earned a Bachelor’s degree in Accounting from the University of West Indies Cave Hill Campus, Barbados and is a Certified Anti-Money Laundering Specialist (CAMS). Sh is presently pursuing a Certification as a Fraud Examiner from the Association of Certified Fraud Examiners.
